Rebekah Malone/Army National Guard) WASHINGTON — Latvia has been cleared by the U.S. State Department to buy four UH-60M Black Hawk helicopters, in a move to bolster the NATO nation's ability to move forces around the alliance's eastern flank. The sale has an estimated price tag of $200 million, which covers the four rotorcraft, 10 engines and associated equipment. As with all announcements by the Defense Security Cooperation Agency, the sale must pass through the Senate, at which point negotiations can begin; total quantities and dollar totals often change from the original DSCA announcement and final sale. “This proposed sale will support the foreign policy and national security of the United States by helping to improve the security of a NATO ally,” according to a DSCA statement. “These UH-60 helicopters will allow for interoperability with U.S. and NATO forces in rapid response to a variety of missions, and quick positioning of troops with minimal helicopter assets.” Full Article: https://www.defensenews.com/global/europe/2018/08/03/latvia-cleared-to-buy-black-hawks

    Updating software in flight? The Air Force may be close.

    Andrew Eversden WASHINGTON — The U.S. Air Force will soon announce that the service can update an aircraft's software while in flight, the Air Force's chief software officer said Tuesday. Nicolas Chaillan, the service's software czar, hinted at the announcement during a wide-ranging interview on a webcast hosted by C4ISRNET, but he declined to share which aircraft could handle the upgrade before the formal announcement is made. The update is part of a larger push by the Air Force to modernize its software practices. However, Chaillan described the news as a “gamechanger” and offered insight into the challenges associated with updating software during flights. “We need to decouple the flight controls, the [open mission systems], all the air worthiness piece of the software from the rest of the mission [and] capability of [that] software so we can update those more frequently without disrupting or putting lives at risk when it comes to the flying piece of the jet or the system,” Chaillan said. A formal announcement could follow in coming days. The Air Force is embracing agile development and DevSecOps in several of its programs to accelerate development time and deploy tools faster. Critical to this effort has been two Air Force environments — Cloud One and Platform One. Platform One, which was recently deemed an enterprise solution by the Department of Defense, is a software development platform that hosts a broad range of DoD components, including the Joint Artificial Intelligence Center. The JAIC moved to the Air Force platform as it awaits the results of an ongoing court battle between Amazon Web Services and Microsoft over the Joint Enterprise Defense Infrastructure, or JEDI cloud. Chaillan said the F-35 program is also planning to move to Platform One soon. He added that he wants the platform to serve as a “software factory as a service.” In the next 12 to 18 months, Chaillan said that he sees the service continuing to add artificial intelligence and machine learning into its systems at scale. Both Cloud One and Platform One will be critical to the development of those systems. Cloud One, a multi-cloud environment with Microsoft and AWS, will also be looking to add new vendors “down the road,” Chaillan said. The Air Force's decision to go the multi-award route over the single award structure like JEDI made sense because of the advancement of cloud technology taken by the Air Force, Chaillan said. “When JEDI started, it did make sense to have a single award because cloud is very hard and very complex and it did makes sense to start there. Would I do that now? Probably not.     Boeing preps for next test of US Navy’s future aerial tanker drone

Larter WASHINGTON — The U.S. Navy's aircraft carrier-borne tanker drone, the MQ-25 Stingray, is preparing to head into the fall resuming test flights, this time with the crucial fuel store pod attached. The store pod — the same one integrated into the Navy's stalwart F/A-18 Super Hornet for aerial refueling — was recently integrated into the MQ-25 test article under the wing. “When we resume flight testing later this year, we'll have the opportunity to gather test points about the aerodynamics of that pod and the software commands that control it — all happening well before we deliver the Navy's first MQ-25 jet with the same pod,” MQ-25 program director Dave Bujold said in a statement from the aircraft's manufacturer, Boeing. “That early testing and early software development is a big part of supporting the Navy's goal to get MQ-25 to the fleet as quickly as possible,” he added. The engineers will primarily observe the aerodynamics of the pod mounted on the Stingray test article, then seeing how the hose and drogue behave while being dragged behind the airframe. Possible delays In June, Defense News reported that the MQ-25 could face a three-year testing delay if it doesn't get its designated test ships through the required modernizations on time, a possibility the Navy said was remote. Two carriers — Carl Vinson and George H.W. Bush — have limited windows to complete the installation of unmanned aircraft control stations, and if operational commitments intervene, the program could experience significant problems, according to Navy officials and a government watchdog report. “Program officials stated that, among other things, the Navy's potential inability to maintain its schedule commitments could require modifications to the contract that would impact the fixed-price terms,” the Government Accountability Office reported. “Specifically, the Navy faces limited flexibility to install MQ-25 control centers on aircraft carriers. “If the Navy misses any of its planned installation windows, the program would have to extend MQ-25 development testing by up to 3 years. According to officials, such a delay could necessitate a delay to initial capability and result in a cost increase.” The Navy's MQ-25 Stingray aerial refueling drone took its first flight Sept. 19, a historic step toward integrating an unmanned aircraft into the service's powerful strike arm. Navy officials say a three-year delay is “extremely unlikely”; however, the Navy has struggled in recent years to balance its modernization schedules with operational commitments, a problem that its “Optimized Fleet Response Plan” deployment rotation scheme was supposed to address.
