Names of aircraft manufacturers on “suppliers list” for Canada’s new fighter jet still a mystery

Feb. 9 was the deadline for companies to apply to the Canadian government to be on the supplier's list for the new program to provide a fleet of fighter jets.

Being on that list is a requirement to be able to enter the competition to provide Canada with 88 new fighter aircraft.

Public Services and Procurement Canada was looking at having the list formalized by Feb. 12, at which time they would make it public. The reason for the fast turnaround is because it is relatively easy to be included on the list – essentially a manufacturer has to have a fighter jet currently in production.

But the list has yet to be formalized. Procurement Canada said they are still working on the list but offered no explanation about the delay.

But expect the major aircraft manufacturers who have indicated previous interest in the competition. They are:

Lockheed Martin with the F-35, Eurofighter Typhoon, the Dassault Rafale, and Saab's Gripen.

Sources are also indicating that Boeing will join the competition with Super Hornet....perhaps an Advanced Super Hornet?

    Thales Canada invests in Virtual Marine’s ship simulation system

    Thales has invested in Canada-based Virtual Marine's embedded ship simulation system as part of a new multi-phase research and development project. With an investment of more than $315,000, the project will involve development of a ship simulator for use across a range of platforms and projects in both naval, coastguard and commercial applications. Primarily it will support advanced platform testing and integration requirements for the Royal Canadian Navy programmes such as Arctic and Offshore Patrol Ships and Joint Support Ships In-Service Support (AJISS). Virtual Marine chief technical officer and executive vice-president Randy Billiard said: “The Ship Simulator Research project will result in a more innovative and technologically advanced ship simulator software product that will build on existing simulation technologies to enhance integration support and training options for prime defence integrators. “It will be tested by users who understand the need to properly de-risk systems for safe and full operational integration. This project will further position Virtual Marine as a leading and innovative provider of marine simulation solutions.” The research project will leverage Thales's extensive software engineering expertise and capabilities in big data, connectivity, artificial intelligence and cybersecurity to upgrade baseline technology. The 12-month project will help provide the company with improved embedded navigation simulation capabilities support.     Defence Business Planning in Canada

    by Ross Fetterly CGAI Fellow October 2018 “Running any complex organization during a period of major change, especially large and complex organizations, requires careful attention to the essentials of management.”1 The history of defence reform in Canada has been one of a constant struggle to renew both core military capabilities and personnel strengths, while searching for increased efficiency within a limited budget. Indeed, the Canadian Armed Forces/Department of National Defence (DND/CAF) operates on a magnitude and complexity across a broad range of diverse responsibilities unique in Canada. At a time when global security demands our constant attention, and when the CAF operates outside Canada in a less permissive and uncertain environment, resource management is important. The environment is increasingly one of unilateralism and multi-dimensional conflict, with unconventional means used to disrupt both national institutions and long-standing multi-national arrangements. While state organizations commit many non-military actions such as cyber-security attacks, defence organizations have a significant role to play in this domain. This requires resourcing defence to build capacities that support whole-of-government initiatives which enhance the Canadian government's resiliency in response to the multi-dimensional actions taken by illiberal or non-democratic states. Defence business planning has a key role in realigning resources and activities in response to shifting geopolitical realities. Management of defence resources is about transforming them into military capabilities in a relevant manner and in accordance with government policy. Defence establishments are unique within national government institutions, as well as in organizations in general. Nevertheless, they are required to produce certain outputs and are given a range of resources to achieve that. To accomplish assigned tasks, those resources need to be put through a deliberate business-process mechanism. The objective of the defence business planning process is to provide a pragmatic method of documenting organizational priorities and objectives, and communicating them internally while highlighting and addressing any constraints. Business planning is well established within the Canadian defence establishment. In recent years, the business planning approval process has become a key focal point in the departmental Investment Resource Management Committee (IRMC) leading up to the start of a fiscal year. Yet, the 2017 defence policy, Strong, Secure, Engaged (SSE), has dramatically changed the dynamics of resource management at National Defence Headquarters (NDHQ). From a relatively stable status quo, to an environment where programmed personnel, equipment and funding increases are significant, managing change and the new initiatives as articulated in SSE, becomes a central institutional priority. Business planning is the primary process to manage implementation and execution of this relatively ambitious program. The discussion of defence business planning will begin with its challenges, and then provide an overview of factors inherent in resource demands. The third section will examine defence resource management reforms and the impact on implementing SSE, and then address factors affecting change in business planning, as well as consideration of enduring challenges. The final section will highlight that defence business planning is the bridge between near- and long-term planning and then articulate why it will need to act as a primary enabler in implementing SSE-directed activities.     'Shields Up': Defence Department looks for new ways to protect Canada's satellites, with a nod to Star Trek

    Enemy action against satellites could include cyber-attacks, jamming, lasers or missiles, while natural threats could be solar flares or space weather The Defence Department wants to take a page out of Star Trek and has asked researchers to develop ways to protect Canadian satellites from such threats as laser attacks and missiles. Dubbed the “Shields Up” project, the plan would see the development of innovative capabilities that could be incorporated into the design and operation of Canada's space-based systems. The Shields Up terminology is a nod to the sci-fi TV and movie series Star Trek in which the USS Enterprise starship is protected by deflector shields that can be instantly activated in response to a threat. “Satellites are vulnerable to natural and artificial threats as well as, increasingly, threats from adversaries who seek to disrupt or destroy allied space systems,” said Dan Le Bouthillier, a spokesman for the Department of National Defence. Enemy action against satellites could include cyber-attacks, jamming, lasers or missiles, while natural threats could be solar flares, space weather or collisions with debris in space. The Defence Department and the Canadian Forces are the only Canadian entities with the mandate of protecting and defending the country's space capabilities, Le Bouthillier noted. The call for proposals is part of a DND science innovation program. Ideas that are accepted will receive $200,000 to further the proposal over a six-month period. The most promising solutions could receive another $1 million for additional development, Le Bouthillier said. Most satellite services are commercial in nature and defensive measures have not been a primary criteria in their design. But the DND wants that to change. The concepts or designs have to provide a reasonable method to deal with the threat. They also have to take into account Canada's international relations and obligations and the fact that various satellites operate in different orbits, which could influence the type of threats they face. There are 1,950 operational satellites in Earth orbits. Le Bouthillier said militaries are increasingly dependent on space-based systems for communication, surveillance, environmental monitoring and navigation. The DND has a growing interest in keeping Canadian space systems safe. In August the department put out a request to Canadian scientists to try to come up with a way to rid the Earth's orbit of the millions of pieces of space junk that pose a threat to satellites and other spacecraft. But the task is daunting; no other researcher has figured out how to collect the debris, which can be as small as one millimetre. The DND noted that the request at this point is not about funding a system but investigating new ideas to eliminate the space junk. The total number of “debris objects” in orbit is estimated to be about 129 million. That includes 34,000 objects greater than 10 centimetres in size, 900,000 objects one cm to 10 cm, and 128 million objects one mm to one cm, according to the DND. The debris has been created by decades of space travel and operations. In 2007, for instance, China conducted a military test using a missile to destroy one of its satellites. The warhead obliterated the spacecraft, creating an estimated 300,000 pieces of debris. The U.S., Russia and India have conducted similar military experiments. “There are no operational debris removal capabilities in use, globally, and existing prototypes lack important capabilities and have proven ineffective,” the DND noted in its request to researchers. DND is also interested in ways to track some of the smaller pieces of space junk as well as methods to remove multiple pieces of debris of any size.
