Marines Test New Drone Swarms a Single Operator Can Control

One Marine could soon dispatch more than a dozen drones to jam enemy communications and take out targets -- all from a single handheld tablet.

The Marine Corps Warfighting Lab has successfully tested the ability to have a single Marine operate six drones in the air simultaneously. The goal is to get that up to 15 and to see the small unmanned systems stay in the air for hours at a time.

"What we're looking at is ... minimal operator burden so [a Marine's] face isn't down in a tablet," said Capt. Matt Cornachio, a fires project officer with the Warfighting Lab's science and technology division. "It's sort of having the machines do the work for you, so you give them intent and they operate."

That could help ground troops in remote or hotly contested locations augment 60mm mortar fire with precision strikes. Cornachio said they're looking for drones with a host of potentials, including swarming, automatic-target recognition, kinetic-strike and electronic-warfare capabilities.

"Your swarm is multifaceted so you have several warheads that hold their own capabilities in that cloud," he said. "... We see the precise nature of loitering munitions to augment company-level fires."

In order to carry out a range of missions -- from delivering explosives to jamming communications, the Marine Corps is on the hunt for drone swarms that can stay in the air for hours. The Warfighting Lab held a drone-endurance test in the desert this month, Cornachio said, during which one unmanned aircraft flew for nearly two hours straight.

"It's not out of the realm of possibility that these things could be in the air for three or four hours, so the smaller, the better," he added.

Getting to the point where one Marine controls a swarm of drones is a big change from unmanned systems like the Switchblade, which required one operator per drone. That kamikaze-style drone delivers a payload equivalent to a 40mm grenade.

The Warfighting Lab's efforts are part of a larger Marine Corps strategy called Sea Dragon 2025. Marines are experimenting with drones, self-driving vehicles, robotics and other technology that can limit their exposure in the field. The use of unmanned technology could be especially beneficial in complex urban environments, said Brig. Gen. Christian Wortman, head of the Warfighting Lab.

"We can use manned-unmanned teaming and unmanned systems to take on some of the most dangerous tasks that Marines are executing in that kind of an urban environment," he said.

    German Defence Ministry punts key US defense-cooperation projects to the next government

    By: Sebastian Sprenger COLOGNE, Germany — The German Defence Ministry will leave planned air defense investments and other high-profile programs involving U.S. vendors unresolved in the final months of the Merkel government, officials have told lawmakers. A Feb. 3 list of “important” but unfunded programs, as officials wrote, includes several trans-Atlantic defense efforts that have been simmering for some time. As a result, American contractor behemoths Lockheed Martin and Boeing are left to wait until a new government re-litigates Germany's defense acquisition posture sometime after the Sept. 26 election. Lockheed Martin, along with MBDA Deutschland, has been gunning for a contract on the TLVS missile defense program following more than a year of negotiations and several years of German-American co-development. The program's prospects turned dimmer last fall, as new requirements drove up costs. Unsurprisingly, TLVS now officially appears on the to-do list for the next chancellor. Notably, a project aimed at defending against short-range aerial threats, like drones or mortar fire, is also lacking a budget, defense officials wrote to lawmakers. Defence Minister Annegret Kramp-Karrenbauer late last year reframed Germany's air defense requirements as needing greater focus on drone threats, as evidenced by the Nagorno-Karabakh conflict. She said a wholesale evaluation of the entire weapons portfolio would determine the way ahead, including what systems the Bundeswehr needs to counter threats of different sizes from various distances. Whatever happened with the review, it appears it did not spur an appetite to start something new soon. That leaves Germany's fleet of Patriot systems, along with a limited order of counter-drone systems made by Kongsberg and Hensoldt aimed at fulfilling Germany's commitment to NATO for 2023, as the baseline equipment for the time being. Lockheed also must wait for what happens next in the Bundeswehr's heavy transport helicopter program, which is meant to replace the fleet of CH-53G models. The Defence Ministry effectively halted the acquisition process last fall after Lockheed and Boeing went over budget with their custom offers of the CH-53K King Stallion and the CH-47 Chinook, respectively. German defense officials recently requested information from the U.S. Defense Security Cooperation Agency about buying more standard, and presumably cheaper, versions of the desired aircraft instead. In response, Lockheed launched a formal protest, which is now on the docket of the Federal Cartel Office, as newspaper Die Welt first reported. Company officials said they want to get a ruling of whether Berlin walking away from the purchase altogether was in line with fair-competition rules. German acquisition laws make it difficult for companies to protest when the government chooses not to award any contract at the end of a competition, said Christian Scherer, a public procurement expert with the law firm CMS Germany in Cologne. “Generally speaking, you can't force the government to buy anything,” he said. “But bidders might have compensation claims.” Judging offers as economically unfeasible, for example, could qualify as a valid reason for the government to withdraw, Scherer told Defense News. At the same time, there is a legal path if companies suspect abusive implementation of the rules, especially if the government's requirements remain the same, he added. Those rules exist to protect offerers against favoritism and other forms of manipulation. “You can't go ahead and compete the same thing with the intention to award the contract to your preferred bidder.” Finally, Germany's long-term campaign of replacing its fleet of Tornado combat aircraft will remain untouched during the final months of the Merkel era, according to the Defence Ministry. Defense officials last spring settled on a mixed fleet of mostly Eurofighters plus a smaller number of Boeing-made Super Hornets for electronic warfare and nuclear missions. The decision has morphed into something more akin to a mere recommendation that would require years to play out, leading Eurofighter maker Airbus to hold out hope that U.S. manufacturers can be entirely kept out of the business when all is said and done. Tobias Lindner, a Green Party member of the Budget and Appropriations committees in the Bundestag, said the list of unfunded programs is “almost more interesting” than the acquisitions considered doable by the time the Bundestag session ends in late June.     The US Navy is seeking upgrades for the F-35 radar’s sea-search mode

Larter and Valerie Insinna WASHINGTON — The U.S. Navy wants more from the F-35 jet's radar, which in sea-search mode is limited to what is directly in front of the aircraft, according to documents exclusively obtained by Defense News. According to the documents, the radar, Northrop Grumman's AN/APG-81 active electronically scanned array radar, can either hone in on a sector based on a specific point on the ground, or work in what is commonly known as “snowplow mode,” which, as the name suggests, searches everything in front of the aircraft. The Navy wants to be able to scan a wider area when in sea-search mode, something that the radar is currently not set up for, according to officials who spoke to Defense News. Officials also said the problem is on track for a solution, but may not be implemented until as late as 2024 with the Block 4 upgrades, notably adding that a solution will not be in place before a full-rate production decision on the F-35 this year. Ultimately, giving the Navy what it wants will be a matter of boosting computing power and upgrading software, officials explained. The issue is listed as a category 1 deficiency, according to the documents, which further define the limitation as something that means “adequate performance [is] not attainable to accomplish the primary or alternate mission(s).” The issue dates back to 2012, according to the documents. In this scale, category 1 represents the most serious type of deficiency. It's unclear why the issue is listed as a deficiency. The system is working in accordance with design specifications, according to both the documents and a statement from a Lockheed Martin executive. “The F-35's current radar sea search function meets the enterprises' expressed required specification," said Greg Ulmer, Lockheed Martin's general manager of the company's F-35 program. “As we modernize the F-35, we are bringing enhanced search capabilities, which represent an increase from the original requirements, and we stand ready to integrate the upgrade in the future, based on customer priorities and direction.” In an interview with Defense News, the head of the Pentagon's F-35 program office, Vice Adm. Mat Winter, said the issue was being resolved by software and computing upgrades, and there would be no requirement for a new radar. “We're not mechanically scanning, we're electronically scanning,” Winter said. “And being able to accurately scan the maritime environment, it just takes increased computing power, and that's what we're doing. ... It's a software fix, and then an allocation of computing power.” Winter may be referring to a planned bundle of computer upgrades called Tech Refresh 3, where the jet will get more modern computing systems that will increase the jet's processing power and memory. According to one document obtained by Defense News, TR3 is a prerequisite for a future radar fix. Those TR3-equipped jets won't roll off the production line until 2023. Defense News submitted written questions to the Defense Department's F-35 program office concerning these and other deficiencies, but it did not respond by press time, despite multiple follow-ups over a period of months. A retired fighter pilot, who reviewed the documents for Defense News and agreed to speak on condition of anonymity, agreed with Winter's assessment that the fix was likely software-based. Early on in the F/A-18's APG-79 AESA radar, there were glitches in the operation, but software updates smoothed out the system.
