Les nouveaux systèmes de défense sol-air de l'armée bientôt testés

L'armée suisse va démarrer prochainement les essais des systèmes radar destinés à renouveler sa défense sol-air de longue portée. Deux systèmes sont dans la course: le Patriot de la société américaine Raytheon et le SAMP/T du consortium français Eurosam.

L'achat de ces systèmes est lié au programme d'acquisition des nouveaux avions de combat. Les essais auront lieu sur l'ancienne place d'exercice de Menzingen dans le canton de Zoug, a indiqué mercredi le Département fédéral de la défense (DDPS).

Les détecteurs du Patriot seront testés du 19 au 30 août et ceux du SAMP/T du 16 au 27 septembre. Au total, dix missions spécifiques seront réalisées pour évaluer les aspects techniques et opérationnels de ces appareils. Il s'agira d'effectuer des mesures au sol et de sonder l'espace aérien à la recherche d'avions des Forces aériennes.

Pas d'essais de tir

Les deux candidats accompliront le même programme d'essai afin d'assurer l'égalité de traitement, a expliqué Marc Dürr, de l'Office fédéral de l'armement armasuisse, responsable des essais. Aucun essai n'aura lieu les jours fériés ou le week-end. Et il n'y aura pas de tir.

Les tests ont lieu en Suisse car la topographie a une influence sur les détecteurs, a ajouté M. Dürr. La situation n'est pas la même dans le massif alpin ou dans une zone côtière. Le choix se portera sur un modèle qui sera utilisé tel quel et qui ne nécessitera pas d'adaptations pour la Suisse.

Les résultats de chaque candidat seront ensuite comparés. Suivra alors un deuxième appel d'offres comme pour le nouvel avion de combat. Le Conseil fédéral tranchera à fin 2020 ou début 2021 sur la base des évaluations et des rapports des experts de l'armée.

Huit milliards au total

La surface à couvrir par la défense sol-air doit être de 15'000 km2 au moins. Le système doit atteindre une altitude d'engagement de plus de 12'000 m et une portée supérieure à 50 km. Il n'est pas nécessaire de disposer d'une capacité de défense contre des missiles balistiques.

L'achat d'un système de défense sol-air se fera dans le cadre des programmes d'armement ordinaires. L'acquisition des avions de combat sera en revanche soumise au vote, probablement en septembre ou novembre 2020.

La facture totale ne devait pas dépasser 8 milliards de francs. L'arrêté de planification doit comporter un volume de financement maximal pour les avions de 6 milliards, le reste étant dévolu à la défense sol-air. L'achat des avions et du système de défense sol-air sera coordonné sur le plan technique et du point de vue du calendrier.

Quatre avions en lice

Quatre jets ont été évalués entre avril et juin à Payerne pour remplacer les Tiger et les F/A-18 de l'armée. Le français Rafale (Dassault), l'européen Eurofighter (Airbus) et les deux avions américains: le successeur du FA-18, le Super Hornet de Boeing, et le F-35A de Lockheed-Martin. Le suédois Saab a retiré le Gripen E de l'évaluation.

Les deux derniers projets d'achats de jets avaient été marqués par un scrutin populaire. L'acquisition de F/A-18 avait été rendue possible après l'échec en 1993 de l'initiative populaire s'y opposant. L'achat de Gripen a été rejeté en 2014 après un référendum contre le fonds qui aurait dû être mis sur pied pour le financer.

    Warship selected by Canada won’t be in U.S. competition – Americans accepting only proven designs

    DAVID PUGLIESE The US Navy is moving ahead with its frigate program but the ship design selected by Canada, the United Kingdom and Australia won't be considered as the Americans are only considering proven vessels. Because the U.S. FFG(X) future frigate competition will only accept proven, at-sea designs, BAE Systems of the United Kingdom has decided not to enter its Type 26 Global Combat Ship in the competition, the U.S. Naval Institute's publication, USNI News, reports. The Canadian government plans to buy 15 Type 26 warships in a project now estimated by the Parliamentary Budget Officer to cost $70 billion. The project, known as Canadian Surface Combatant, is the largest single expenditure in Canadian government history. The Liberal government announced in February that it had entered into a contract with Irving Shipbuilding to acquire new warships based on the Type 26 design being built in the United Kingdom. With Canada ordering 15 of the warships, the Royal Canadian Navy will be the number one user of the Type 26 in the world. The United Kingdom had planned to buy 13 of the ships for its Royal Navy but cut that down to eight. Australia plans to buy nine of the vessels designed by BAE. But the Type 26 design is unproven. Construction of the first ship for the Royal Navy began in the summer of 2017 but that vessel is not expected to be accepted into service until 2025. Canada hopes to begin construction of its first Type 26 in the early 2020s. Alan Baribeau, a spokesman for U.S. Naval Sea Systems Command, told USNI News, the U.S. Navy requires a proven, in-the-water design for its future frigate program. “To promote and provide for full and open competition, the Navy will consider any hull form — foreign and domestic — that meets the requirements, will be built in a U.S. shipyard and has a parent design that has been through production and demonstrated (full scale) at sea,” Baribeau told USNI News. The entry of the BAE Type 26 warship in the Canadian competition was controversial from the start and sparked complaints the procurement process was skewed to favour that vessel. Previously the Liberal government had said only mature existing designs or designs of ships already in service with other navies would be accepted, on the grounds they could be built faster and would be less risky. Unproven designs can face challenges as problems are found once the vessel is in the water and operating. But the requirement for a mature design was changed and the government and Irving accepted the BAE design, though at the time it existed only on the drawing board. Company claims about what the Type 26 ship can do, including how fast it can go, are based on simulations or projections. The two other bidders in the Canadian program had ships actually in service with other navies so their capabilities were known. The Canadian Surface Combatant program is being run by Irving Shipbuilding to replace the navy's fleet of Halifax-class frigates and the Iroquois-class destroyers the navy previously operated. The updated estimate on the surface combatant program, compiled by the Parliamentary Budget Office and released June 21, covers the cost of project development, production of the ships, two years of spare parts and ammunition, training, government program management, upgrades to existing facilities, and applicable taxes. The previous Conservative government originally estimated the cost of the ships to be around $26 billion. The Department of National Defence now states that its estimate is between $56 billion and $60 billion. BAE Systems told USNI News that it would not be submitting any proposals for the U.S. FFG(X) program unless the U.S. Navy dumps its requirements for a proven hull design. The U.S. does not have any intention of changing its requirements. Four companies are expected to submit bids for the U.S. program– Austal USA, Fincantieri Marine, General Dynamics Bath Iron Works and Ingalls Shipbuilding – with deadlines of August 22 for technical proposals and September 26 for pricing proposals, the USNI News reported. The Canadian Surface Combatant program is currently in the development phase. The government projects the acquisition phase to begin in the early 2020s with deliveries to begin in the mid-2020s.     Spain to double its military spending

    By Alejandro López 8 February 2018 Defence spending will double by 2024, Defence Minister María Dolores de Cospedal has told Spain's parliamentary Defence Committee. The defence budget will increase from 0.8 percent of GDP (€8.7 billion) to 1.53 percent (€18.47 billion). To limit popular opposition to war and anger against increased military expenditure, while austerity has decimated public services and made life more precarious for millions of workers and youth, Cospedal refused to publish the letter addressed to NATO outlining the increase, as she had initially promised. She claimed that part of the content was classified as secret. Secrecy also surrounds the real level of current military spending. According to the pacifist organisation Centre Delàs d'Estudis per la Pau, there is a whole swathe of military related expenditure that is excluded from the defence budget. If social security, pensions and insurance for the military, missions abroad, state aid for military research and development at private companies, the budget of the militarised Civil Guards and NATO fees were included, then the true figure would stand at around €18.8 billion. By 2024, it will really be “the implausible figure of €28 billion a year,” the Centre declared. Spain's increase in military expenditure is in response to the agreement made at last May's NATO summit, under intense pressure from the Trump administration, for all NATO members to increase defence spending by 2024 to 2 percent of GDP. Cospedal admitted that the increase to 1.53 percent fell short of NATO's objective, but insisted it would “facilitate the achievement of that horizon in future years” and was in line with targets set by other European countries. An idea of the scale of the upgrade and renewal of the military can be gathered from the list of new equipment that will be purchased. Included are 348 new Piranha 5 armoured infantry vehicles, which are designed for close combat situations, five F-110 frigates, four S-80 submarines, three Multi Role Tanker Transport refuelling aircraft, 23 NH-90 helicopters, a Reaper unmanned aerial vehicle (UAV) and a new training aircraft. In addition, the army will acquire a new Command and Control System and the renovation of its barracks, 17 Chinook helicopters will be modernized, and Spain will contribute funds towards the replacement for the F-18 fighter jet. Cospedal confirmed that the military spending in Spain's participation in 17 military missions around the globe last year was €835 million, 8.2 percent more than the previous year. Spain will participate in the European Union's (EU) Permanent Structured Cooperation (PESCO) on security and defence and will head the Command and Control System for EU Missions and Operations. PESCO was agreed last November by 23 of the EU's 28 member states “to jointly develop defence capabilities and make them available for EU military operations.” Spain's commitment to PESCO reflects the attempt by the ruling elite in Spain and in Europe to defend their economic and military positions vis-a-vis actual and potential competitors, in a situation threatened by Brexit and the Trump administration's “America First” policy. The Spanish government is attempting to straddle the contradictions of supporting both the German-led PESCO and the US-led NATO, two militarist projects that are incompatible in the long term. This was reflected in a resolution proposed by the government to be debated in an upcoming parliamentary session, which calls for improvements to EU-US relations in the sphere of defence, while concluding that “Europeans must assume more than ever before the responsibility of our own security.” The growth of Spanish militarism, as elsewhere globally, is the response of the ruling class to rising inequality, the deepening economic crisis and the growing conflicts between the major powers. Its aim, as recently expressed in the new US National Security Strategy, is the conquest of new spheres of influence, markets and raw materials—above all in conflict with Russia and China—and to deflect social tensions outwards. The main obstacle for the Spanish ruling class is the population's traditional hostility towards the military. This was recently revealed in the attempt to open a debate to re-impose conscription, following the example of France under President Emmanuel Macron. All the main dailies published articles and opinion pieces bemoaning the population's hostility to such a measure. The pro-militarist senior researcher for the Real Instituto Elcano, Félix Arteaga, complained to El Mundo, “Raising it [conscription] here would be political suicide, first because there is no military need to justify it, and second, because the concept of obligation is not liked by Spanish society. There is no mentality or culture of national identity and, of course, no one believes that you should lose your life for the defence of the country.” The ability of Spain's ruling elite to pursue its military ambitions is to a large extent due to the role of the pseudo-left Podemos, which has been virtually silent on these developments or has openly endorsed them. Last month Podemos covered up for increased Spanish intervention in Mali, where an EU “Training Mission” still continues five years after jihadist groups overran the north of the country in 2012, prompting a wave of refugees. Thousands attempted to cross the Mediterranean to Europe, and many drowned. On January 24, Cospedal appeared before the Defence Commission to get belated authorisation for approving Spain's taking over control of the mission and sending in more troops on January 9. She warned the commission that increased involvement in the EU intervention was “fundamental” and that North Africa was “a strategic place” for Spain. Juan Antonio Delgado, the Podemos spokesperson for military affairs, complained that Cospedal had “broken the law” by sending in the troops before parliamentary approval. He revealed, “I was in Mali three months ago and I learned that Spain would take over the operation,” before asking Cospedal, “In that time has there not been time to ask for authorization?” The obvious question is why Delgado himself did not pursue the issue... and when it came to the vote [on authorisation] at the commission he merely abstained. Even more explicit was Podemos General Secretary Pablo Iglesias, who attacked Cospedal from the right over the death of a pilot killed in a jet crash last October. He told her, “Patriotism is defending the rights of the professionals of our Armed Forces. It is shameful that in this country some who fill their mouths talking about our homeland do not respect the rights of workers who are here to protect us all and whose lives cannot be endangered.” Such statements prove Podemos is a pro-war party, offering itself as a reliable political platform for Spanish militarism. Since its foundation, Podemos has created branches in the army and made an explicit effort to articulate its main demands. Former Chief of the Defence Staff Julio Rodríguez Fernández has stood as a Podemos candidate in recent parliamentary elections and is the general secretary of Podemos in the municipality of Madrid, where he will be the party's main candidate in next year's elections. https://www.wsws.org/en/articles/2018/02/08/spai-f08.html
