    Lockheed Martin-Led Team Begins Construction On Navy Littoral Combat Ship, The Future USS Nantucket

    MARINETTE, Wis., October 9, 2019 /PRNewswire/ - Lockheed Martin (NYSE: LMT) and Fincantieri Marinette Marine marked the beginning of construction on Littoral Combat Ship (LCS) 27, the future USS Nantucket, with a ceremony in Marinette. As part of a ship-building tradition dating back centuries, a shipyard worker welded the initials of Polly Spencer, USS Nantucket ship sponsor and wife of U.S. Secretary of the Navy Richard Spencer, into the ship's keel plate. This plate will be affixed to the ship and travel with Nantucket throughout its commissioned life. "The USS Nantucket will confront many complex challenges," said Richard V. Spencer, the U.S. Secretary of the Navy. "It will confront humanitarian relief all the way to great power competition, drawing on the strength of every weld, every rivet applied by the great people here." Unique among combat ships, the focused-mission LCS is designed to support mine countermeasures, anti-submarine and surface warfare missions today and is easily adapted to serve future and evolving missions tomorrow. The Freedom-variant LCS is: Flexible — Forty percent of the hull is easily reconfigurable, able to integrate Longbow Hellfire Missiles, 30 mm guns, and manned and unmanned vehicles designed to meet today's and tomorrow's missions. Lethal — LCS is standard equipped with Rolling Airframe Missiles (RAM) and a Mark 110 gun, capable of firing 220 rounds per minute. Fast — LCS is capable of speeds in excess of 40 knots. Automated — LCS has the most efficient staffing of any combat ship. "LCS' built-in flexibility makes it unlike any other Navy ship in the water today," said Joe DePietro, vice president and general manager of Small Combatants and Ship Systems. "LCS can serve a multitude of missions to include surface, anti-submarine and mine countermeasure missions by quickly integrating mission equipment and deploying manned and unmanned aerial, surface or sub-surface vehicles." LCS 27 is the first Navy ship to be named after Nantucket, Massachusetts in more than 150 years. Nantucket has a deep connection to sailing and maritime traditions, serving as a whaling hub in the 1800s and as the home of generations of American sailors since the town's beginning. The previous USS Nantucket, the first to be named after the island, was commissioned in 1862 to serve during the American Civil War.     Homeland Security announces new first response cyber center

    By: Justin Lynch In the face of increasing cyberattacks, the Department of Homeland Security is creating a new center to share threat information with private companies and kicking off a 90 day sprint to identify the country's digital “crown jewels" that may be especially vulnerable, the agency's secretary said July 31. The National Risk Management Center is expected to provide a centralized home where firms and local agencies can turn for cybersecurity solutions. “The next major attack is more likely to reach us online than on an airplane,” said Homeland Security Secretary Kirstjen Nielsen. She added that “intruders are in our systems” and “everyone and everything is now a target.” The announcement came during a cybersecurity summit that the Department of Homeland Security hosted in New York City. The event aimed to bridge the gap between the government and some of the top companies in the United States that make up the critical parts of American digital life. It was envisioned as the start of a new relationship between the private and public sector. Nielsen said that the threat center is “driven by industry needs” and is spurred by a ”re-emergence of the nation state threat” and the “hyperconnected environment” of the United States. She said that previously some local governments have called 911 during a cyberattack. In the future, they would call the new cyber center. “Nation-state actors attempt to infiltrate critical infrastructure operations across multiple sectors,” a Homeland Security fact sheet on the new center read. It added there is a “need for an agreed-upon playbook to integrate government and industry response efforts.” The center also provides a playbook for risk management and identifying critical cyber supply chain elements. Although there are already government-backed risk-sharing initiatives, DHS leaders hope that the private sector will be more willing to share their challenges and expertise. Jeanette Manfra, the assistant secretary for the Office of Cybersecurity and Communications at Homeland Security, told reporters that the new center is "going to start small, we don't want to sign up for all sorts of things and then fail.” The hope is for the national counterterrorism center to be able to focus on incident response, and the center announced on Tuesday will focus on identifying national risk. The risk center will pull staff from other parts of government, Manfra said. A leader has not been named, and it has not received an increased budget. Throughout the conference, government officials were eager to entice the private sector to work with the new risk center. It appears that business participation is a necessary condition for the centers' success. The announcement comes just one week after Homeland Security warned that the Russian government is conducting cyberattacks against critical infrastructure sectors that include energy, nuclear, water, aviation and critical manufacturing. “The warning lights are blinking red," Coats said during a July 13 event at the Hudson Institute. Current threat sharing portals have been described as ineffective. The Cybersecurity Information Sharing Act of 2015 already attempted to spur collaboration between the public and private sector. Some experts told Fifth Domain that they did not expect the new portal to be groundbreaking. Only six companies are currently sharing cyberthreats with government, according to Chris Krebs, head of the national protection and programs directorate at Homeland Security. “We have to age to establish a value proposition for an organization to share into the system,” said Krebs. He highlighted better supply chain risk management as an incentive that would set the new center apart from previous intelligence-sharing schemes. Companies can write into their contracts that their vendors must use the threat-sharing portal so they know that contractors are managing third-party risks, Krebs said.     US spy planes are breaking down ― and lawmakers want answers

    By: Joe Gould WASHINGTON ― America's aging C-135 reconnaissance planes keep breaking down, and alarmed lawmakers want the U.S. Air Force to tell them why. Based at Offutt Air Force Base, Nebraska, the 55th Wing's Boeing-made reconnaissance and intelligence-gathering aircraft, all more than 50 years old, are meant to carry out critical missions from operating bases in England, Greece, Japan and Qatar. But an Omaha World-Herald investigative series has found that mechanical problems plague the jets, cutting short 500 of their flights since 2016 and one of every 12 missions since 2015. That's prompted Nebraska lawmakers to write to Air Force Secretary Heather Wilson, urging her to probe and report on the health of the 55th Wing's worn-out fleet. Meanwhile, the Nebraska delegation is trying to fend off an effort within Congress to strip funding to recapitalize the OC-135, which conducts overflights of Russia under the 34-nation Open Skies Treaty. Some lawmakers and Pentagon officials have grown skeptical of the treaty, which allows reciprocal surveillance flights, amid alleged Russian violations, but the administration has requested funds for two new airliners to take over the mission. “It has one of the worst maintenance rates in the United States Air Force,” Rep. Don Bacon, R-Neb., said of the OC-135 on the House floor last week. “It frequently breaks down in Russia, putting us in very hostile, awkward situations with Russians at their bases.” The chair of the Senate Armed Services Committee's Strategic Forces Subcommittee, Deb Fischer, led the letter with Sen. Ben Sasse, a SASC member; Bacon (a retired brigadier general and former 55th Wing commander who sits on the House Armed Services Committee), as well as Reps. Jeff Fortenberry and Adrian Smith. The letter asked Wilson to report on the 55th Wing's safety, security and continued mission effectiveness as well as the Air Force's long-term plans to sustain and recapitalize the wing's capabilities. It referenced the RC-135V/W Rivet Joint, RC-135S Cobra Ball, RC-135U Combat Sent, WC-135 Constant Phoenix, TC-135 Rivet Joint Trainer and the OC-135 Open Skies aircraft. In the current budget season, House and Senate lawmakers have taken divergent approaches to the Trump administration's $222 million request for the two new aircraft. House appropriators and authorizers stripped the funding from their 2019 bills. The authorization bill withholds the funding until Russia adheres to the treaty and agrees to extradite Russians indicted for meddling in U.S. elections in 2016. Fischer helped ensure the Senate-passed 2019 authorization bill did include funding for OC-135 recapitalization, and the bill will have to be reconciled with its House counterpart. Defense Secretary Jim Mattis directed the Air Force to recapitalize the aircraft. He wrote to Fischer in May to acknowledge that unplanned maintenance issues meant the U.S. completed only 64 percent of its scheduled overflights in 2017, while Russia typically completes all of its scheduled overflights.
