NAVY

Electric Boat Corp., Groton, Connecticut, is awarded a $434,370,635 contract for lead yard support and development studies and design efforts related to Virginia class submarines. Work will be performed in Groton, Connecticut (94.1%); Newport News, Virginia (4.8%); and Newport and Quonset, Rhode Island (combined 1.1%), and is expected to be complete by September 2020. The contract provides lead yard support for Virginia class submarines that will maintain, update and support the Virginia class design and related drawings and data for each Virginia class submarine, including technology insertion, throughout its construction and post-shakedown availability period. The contractor will also provide all engineering and related lead yard support necessary for direct maintenance and support of Virginia class ship specifications. In addition, the contract provides development studies and design efforts related to the Virginia class submarine design and design improvements; preliminary and detail component and system design; integration of system engineering, design engineering, test engineering, logistics engineering and production engineering. The contractor will continue development studies and design efforts related to components and systems to accomplish research and development tasks, and prototypes and engineering development models required to fully evaluate new technologies to be inserted in succeeding Virginia class submarines. Fiscal 2014, 2016, 2017, 2018 and 2019 shipbuilding and conversion (SCN) (Navy); and fiscal 2019 research, development, test and engineering (RDT&E) (Navy) funding in the amount of $68,321,021 will be obligated at time of award. Fiscal 2014 shipbuilding and conversion (Navy) funds in the amount of $4,050,000; and fiscal 2019 research, development, test and engineering (Navy) funds in the amount of $7,341,250 will expire at the end of the current fiscal year — fiscal 2018 SCN (38.8%); fiscal 2017 SCN (34.9%); fiscal 2019 RDT&E (10.7%); fiscal 2014 SCN (7.1%); fiscal 2019 SCN (5%); fiscal 2016 SCN (3.4%). This contract was not competitively procured in accordance with Federal Acquisition Regulation 6.302-1(a)(2)(iii) — only one responsible source and no other supplies or services will satisfy agency requirements. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity (N00024-20-C-2120).

Space Ground Systems Solutions LLC, West Melbourne, Florida, awarded a $17,082,880 cost-plus-fixed-fee contract modification to overall ceiling for previously awarded contract (N00173-15-D-2015) for spacecraft engineering, software, research and development services to the Naval Center for Space Technology (NCST). Specifically, the indefinite-delivery/indefinite-quantity (IDIQ) provides support for software engineering development, maintenance, enhancement and configuration management support for all components contained within the Neptune™ software suite under the direction of the NRL Configuration Control Board, and the VMOC™ software framework under the direction of the VMOC™ program management and software engineering teams. Funding will be obligated for each task order and no funds are obligated on the base IDIQ contract. Work will be performed in Washington, District of Columbia (50%); and West Melbourne, Florida (50%), and is expected to be completed by March 2020. The U.S. Naval Research Laboratory, Washington, District of Columbia, is the contracting activity.

Rolls-Royce Corp., Indianapolis, Indiana, is awarded a $9,066,270 modification (P00013) to a previously awarded firm-fixed-price contract (N00019-17-C-0081). This modification exercises an option to procure three spare AE1107C engines in support of the V-22 Osprey program for the government of Japan. Work will be performed in Indianapolis, Indiana, and is expected to be completed in November 2020. Foreign military sales funds in the amount of $9,066,270 will be obligated at time of award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

ARMY

Northrop Grumman Systems Corp., Huntsville, Alabama, was awarded a $60,619,031 modification (P00185) to contract W31P4Q-08-C-0418 for engineering, logistics, integration, test and evaluation, and program management activities. Work will be performed in Huntsville, Alabama, with an estimated completion date of March 31, 2021. Fiscal 2020 research, development, test and evaluation funds in the amount of $5,000,000 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

BAE Systems Ordnance Systems Inc., Radford, Virginia, was awarded an $8,309,050 cost-plus-fixed-fee contract to incorporate a requirement to stabilize the legacy nitroglycerin area facility at Radford Army Ammunition Plant. One bid was solicited with one bid received. Work will be performed in Radford, Virginia, with an estimated completion date of Dec. 31, 2021. Fiscal 2019 procurement of ammunition, Army funds in the amount of $8,309,050 were obligated at the time of the award. U.S. Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity (W52P1J-20-F-0021).

DEFENSE LOGISTICS AGENCY

Northrop Grumman Systems Corp., El Segundo, California, has been awarded a maximum $24,299,972 firm-fixed-priced delivery order (SPRPA1-19-F-LT31) against a five-year basic ordering agreement (SPRPA1-15-G-001Z) for rudders in support of the F/A-18 aircraft platform. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a seven-year contract with no option periods. Location of performance is California, with an Aug. 31, 2026, performance completion date. Using military service is Navy. Type of appropriation is fiscal 2020 through 2026 Navy working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Philadelphia, Pennsylvania.

Belleville Shoe Co.,* Belleville, Illinois, has been awarded a maximum $12,524,036 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for Air Force temperate weather, Coyote boots. This was a competitive acquisition with two responses received. This is a one-year base contract with three one-year option periods. Location of performance is Illinois, with an Oct. 10, 2020, performance completion date. Using customer is Air Force. Type of appropriation is fiscal 2019 through 2020 defense working capital funds. Ainsi, les forces armées iraniennes ont fait l'acquisition de trois drones de combat dotés d'une capacité de portée de 1.500 kilomètres, a annoncé samedi le ministre iranien de la Défense Amir Hatami. Les drones pourront surveiller "les mouvements ennemis à une distance considérable" et seront capables d'effectuer des missions de combat, a déclaré Amir Hatami à la télévision d'Etat. Ces appareils peuvent être équipés de bombes et de missiles, et voler à une altitude allant jusqu'à 45.000 pieds (13.716 mètres), a-t-il ajouté, sans préciser le nom des nouveaux drones. Les drones ont été fabriqués par l'industrie militaire iranienne avec la participation d'universités locales, a encore dit Amir Hatami.     Coopérations dans l'armement : la France peut-elle vraiment faire confiance à l'Allemagne ? (1/3)

    Par Michel Cabirol La France et l'Allemagne ont à l'évidence des enjeux et des objectifs différents. La coopération franco-allemande est-elle assise sur des bases saines ? Pas sûr. La France peut-elle vraiment faire confiance à l'Allemagne en matière de politique de défense et d'armement? Pas sûr si l'on en croit le député LREM du Finistère, Jean-Charles Larsonneur, qui jette un pavé dans la mare avec son rapport sur le programme 146 (Equipement des forces et dissuasion) : "L'approfondissement, sans grande publicité et, pour ainsi dire, à bas bruit, du concept de nation-cadre de l'OTAN, consiste à fédérer autour de l'Allemagne les capacités de 17 « petits » pays, ce qui risque de réduire l'intérêt des Allemands pour nos coopérations bilatérales", a-t-il expliqué le 24 octobre à l'Assemblée nationale. L'Allemagne se place dans une volonté de leadership en Europe dans le domaine de la défense, qu'elle a très clairement exprimé dans son Livre Blanc de 2016 et dans sa stratégie dans le domaine des technologies clés. D'ailleurs, l'un des plus influents think tank d'Allemagne, la Stiftung für Wissenschaft und Politik (SWP), synthétise parfaitement la stratégie allemande. Il préconisait en août 2017 que Berlin prenne le leadership militaire de l'Union européenne, et de devenir le pilier européen de l'OTAN en raison du futur désengagement américain. "La Bundeswehr pourrait devenir une épine dorsale de la sécurité européenne à long terme, affirmait la SWP. (...) Cela exige de la volonté du futur gouvernement fédéral d'accepter un leadership politique et militaire dans l'alliance". Un avantage puissant pour l'industrie allemande L'Allemagne a effectivement su se saisir du concept de nation-cadre ("Framework Nation Concept"- FNC) élaboré par l'OTAN à son initiative à partir de 2012. De fait, l'Allemagne, qui a mis en œuvre ce concept, s'est entourée, en tant que nation-cadre, de 19 États membres pour mettre en œuvre des projets de coopération très approfondis, tendant à une véritable intégration pour certains d'entre eux (Pays-Bas notamment). Et pour de nombreux observateurs, ce concept va se révéler être un rouleau compresseur en faveur des intérêts industriels germaniques. C'est un "instrument stratégique qui pourrait servir puissamment les intérêts de l'industrie allemande", a confirmée Jean-Charles Larsonneur. Pourquoi ? Selon Antoine Bouvier, cité dans le rapport du député, l'interpénétration des enjeux capacitaires et opérationnels est profonde. Ainsi, les États partenaires de l'Allemagne ont souscrit l'engagement de porter au standard le plus élevé leurs capacités des chars de combat, ce qui constitue une "formidable opportunité pour KMW ". Cette opportunité est par nature d'autant plus grande que l'intégration des capacités militaires concernées est poussée. Ainsi, l'armée de terre néerlandaise ne pourrait désormais plus être déployée sans la Bundeswehr, tant leur intégration capacitaire est profonde. L'Allemagne, dans ce schéma, tient un rôle d'intégrateur des capacités européennes. Cette ambition s'appuie sur des ressources budgétaires à la hausse : augmentation de 34,3 milliards d'euros en 2016 à 42,9 milliards en 2019 (soit 1,31% du PIB). "Le concept de nation-cadre se constitue de fait comme le pilier européen de l'Alliance ‒ aux yeux d'Américains, mieux vaut voir l'Europe de la défense se constituer dans un cadre de l'OTAN, bien connu, plutôt que dans des constructions européennes moins maîtrisées par eux", a expliqué Jean-Charles Larsonneur dans son rapport. Le SCAF en danger? Un accord politique a été trouvé au plus haut niveau le 13 juillet 2017, formalisé par des lettres d'intention au printemps 2018. Il est convenu que la France aura un rôle prééminent dans la conduite du programme SCAF. Symétriquement, il est entendu que l'Allemagne en aura un dans la conduite du projet de char du futur tout comme elle a obtenu le leadership sur le futur drone MALE européen. Selon Jean-Charles Larsonneur, les industriels français et allemands ne disposent toujours pas d'un cadre réglementaire, ne serait-ce que pour échanger des informations. "Il ressort de mes travaux que la DGA attend des réponses de son équivalent allemand", a-t-il révélé. "Il est donc urgent de poser des jalons aussi irréversibles que possible dans la coopération franco-allemande, tant que le contexte politique le permet", a-t-il affirmé. Jean-Charles Larsonneur est inquiet sur la coopération franco-allemande. "La coopération franco-allemande présente en ce moment quelques signes de flottement", a-t-il estimé à l'Assemblée nationale. Il a cité en exemple la décision des Allemands de décliner la proposition française de développer en commun un missile européen pour le nouveau standard du Tigre, au profit d'un missile israélien, le Spike, comme l'avait révélé La Tribune. Mais selon Antoine Bouvier, le nouveau Spike LR2 n'est qu'au début de son développement et comporte donc des risques technologiques. "Le choix des Allemands pour une joint venture entre Rafael, fabricant israélien du Spike, et RheinMettall ‒ dont le rôle dans ce programme ne paraît d'ailleurs pas être dominant ‒ ne s'explique donc pas principalement par des considérations techniques", a précisé le rapport du député du Finistère. Le concept de nation-cadre permet également à l'Allemagne d'avancer discrètement ses pions dans le domaine des sous-marins. Après avoir fait céder la Norvège (membre du FNC), Berlin tente désormais de séduire la Pologne et les Pays-Bas en vantant un cluster européen sous-marin sous tutelle allemande. Ce qui marginaliserait clairement la France en Europe. En février 2017, la Norvège a commandé quatre U-212 et doit développer avec Berlin un partenariat à vocation mondiale dans le domaine des missiles mer-mer et des systèmes de traitement de l'information. La décision d'Oslo d'interrompre l'appel d'offres et de choisir une évolution du sous-marin en service dans la Marine allemande dans le cadre d'une coopération opérationnelle et industrielle renforcée, risque de faire t'ches d'huile en Europe...     Qatar to upgrade air base used by U.S. to fight terrorism

    By Karen DeYoung and Dan Lamothe Qatar will spend $1.8 billion upgrading the major air base used by the United States for its ongoing military and counterterrorism operations in the Middle East and Afghanistan, the Persian Gulf kingdom said Monday. Expansion of the base, which houses about 10,000 U.S. military personnel, will include new family housing facilities for more than 200 officers and other infrastructure enlargements, along with “operational” improvements, Defense Minister Khaled Mohammed al-Attiyah said in an interview. The improvements, to be formally announced at a groundbreaking ceremony Tuesday, were previewed this year in meetings between Attiyah and Defense Secretary Jim Mattis. They come as Qatar and its gulf rivals, Saudi Arabia and the United Arab Emirates, are in the midst of a deep regional dispute and competing for closer relations with the United States. Last summer, fresh from a triumphant visit to Saudi Arabia, President Trump sided with the Saudis and Emiratis when they broke relations with Qatar and accused it of ties to terrorism.By fall, however, Trump backed off after Mattis and then-Secretary of State Rex Tillerson said that it was unwise to take sides in what was a long-standing rivalry, and reminded him of U.S. military interests in Qatar. Since then, he has repeatedly called on them to mend their differences and offered to mediate. Last April, when Trump hosted a visit by Emir Tamim bin Hamad al-Thani, Qatar was described as a “valued partner and longtime friend” that provided “critical support” for operations against the Islamic State. Qatar is also viewed as a major donor to administration plans to provide development assistance to Gaza and the West Bank as part of a still-unrevealed U.S. plan for Israeli-Palestinian peace. Like Saudi Arabia and the UAE, Qatar is a major customer for the U.S. defense industry, including last year's purchase of $12 billion worth of F-15s. “We have bought a lot of military equipment from the U.S. so we can fly hand in hand with our partners,” Attiya said. He dismissed any notion of regional rivalry, saying that Qatar is “not very much interested in rivalry” but rather was interested in “the stability of the region.” According to a background statement from the Qatar government, the contract for 36 F-15 fighter jets “supports 50,000 total jobs and more than 550 suppliers in 42 states.” Other recent purchases include $20 million worth of Javelin guided missiles, $700 million in logistics support services and equipment, and an estimated $200 million in weapons systems “which support the foreign policy and national security objectives of the United States.” But the centerpiece of U.S.-Qatar ties is Al Udeid Air Base, home to scores of aircraft, including fighters, bombers, tankers and reconnaissance planes. The base is key to U.S. military efforts in the Middle East and has played a central role in the Pentagon's air campaign against the Islamic State in Syria and Iraq. In addition to the large U.S. troop presence, it is also the headquarters of Air Forces Central Command, headed by a three-star U.S. general, and a combined air operations center from which the Pentagon tracks the maneuvers of aircraft throughout the region. The U.S. military relationship with Qatar expanded rapidly in the 1990s and early part of the 21st century, as the Qataris built Al Udeid and encouraged the United States to use it. The Pentagon moved its air operations center there from Saudi Arabia in 2003, after Riyadh denied the United States permission to use its Prince Sultan Air Base to attack Iraq. Qatar's willingness to let the United States fly bombers from Al Udeid is seen as particularly significant. Other nations in the region do not allowed bombers, but the Pentagon has had a steady rotation of bomber squadrons through the base. A unit of B-1B bombers arrived this spring, replacing B-52s that carried out airstrikes in Iraq, Afghanistan and Syria over the previous two years. The U.S. military has spent about $450 million in construction at Al Udeid since 2003, expanding the facility from an expeditionary airfield in which many U.S. troops lived in tents to the more permanent structures there today. Qatar calculates it has spent $8 billion there to support U.S. operations. The U.S. presence at Tuesday's ceremony is expected to be relatively low-level, as defense officials try to distance themselves from the ongoing inter-gulf dispute. Attiya said that Qatar hoped eventually to see Al Udeid declared a permanent American facility. “Of course we would like to see our colleagues and allies permanently staying here with us,” Attiya said.
