Lockheed Martin Corp., Orlando, Florida, has been awarded a $350,000,000 increase to an indefinite-delivery/indefinite-quantity contract for Joint Air-to-Surface Standoff Missile (JASSM) production support. Contractor will provide lifecycle support for all efforts related to JASSM, Long Range Anti-Ship Missile, JASSM-Extended Range, and any JASSM variant in the areas of system upgrades, integration, production, sustainment, management and logistical support. Work will be performed in Orlando, Florida, and is expected to be completed by April 17, 2022. This award is the result of sole-source acquisition. No funds are being obligated at the time of award. General Atomics - Aeronautical Systems Inc., Poway, California, has been awarded a $263,403,355 firm-fixed-price contract for MQ-9 Reaper production. This contract provides for the production of the MQ-9 Reaper aircraft in the fiscal 2018 production configuration. Work will be performed at Poway, California, and is expected to be complete by Nov. 30, 2021. This award is the result of a sole-source acquisition. Fiscal 2017 and 2018 aircraft procurement funds in the amount of $263,403,355 are being obligated at the time of award. Raytheon Co., El Segundo, California, has been awarded an $11,532,469, competitive, cost-plus-fixed-fee contract for the research and development of Millimeter-Wave Digital Arrays (MIDAS) Defense Advanced Research Projects Activity program. The contractor will address the MIDAS program goals through innovations in digital tile architecture and integrated, scalable apertures with groundbreaking transmit and receive components. NAVY

Transoceanic Cable Ship Co. LLC, Baltimore, Maryland, is awarded a $35,952,500 firm-fixed-price contract for the time charter services of a cable-laying and repair ship. This contract contains options, which if exercised, would bring the contract value to $224,619,153. Work will be performed worldwide, and is expected to be completed Jan. 10, 2019. If options are exercised, work will continue through November 2023. Fiscal 2019 operations and maintenance (Navy) funds in the amount of approximately $42,000,000 will be obligated at the time of award and will expire at the end of the current fiscal year. This contract was competitively procured with proposals solicited via the Federal Business Opportunities website and Navy Commerce Online website. Two offers were received. ExxonMobil Marine Ltd., Spring, Texas, was awarded a $16,572,038 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for worldwide delivery of lubricants and related support services to Military Sealift Command vessels, Navy ships, and other government-owned or government-chartered ships designated by the Military Sealift Command. This contract contains options, which if exercised, will bring the contract value to $86,602,374. Work will be performed worldwide and is expected to be completed by Nov. 3, 2019. If all options are exercised, work will continue through Nov. 4, 2023. Fiscal 2019 Navy working capital funds in the amount of $5,000 are obligated to cover the minimum-guarantee. General Dynamics Electric Boat Corp., Groton, Connecticut, is awarded a $13,888,444 cost-plus-fixed-fee modification to previously-awarded contract N00024-09-C-2104 for planning and execution of USS Indiana (SSN 789) post-delivery work period. Work includes long-lead-time material procurement, in preparation to accomplish the maintenance, repair, alterations, testing and other work on USS Indiana. Work will be performed in Groton, Connecticut, and is expected to be completed by April 2019. Fiscal 2018 shipbuilding and conversion (Navy) funding in the amount of $8,638,444 will be obligated at time of award and will not expire at the end of the current fiscal year. The Boeing Co., St. Louis, Missouri, is awarded $12,106,016 for modification P00003 to a previously awarded cost-plus-incentive-fee contract (N00019-18-C-1022) in support of the Infrared Search and Track (IRST) Block II Phase 2 non-recurring engineering effort. This modification incorporates an engineering development model and upgrades two sets of IRST Block I system weapon replacement assemblies. Work will be performed in Orlando, Florida (73 percent); and St. Louis, Missouri (27 percent), and is expected to be completed in April 2022. Fiscal 2019 research, development, test and evaluation (Navy) funds in the amount of $6,500,000 will be obligated at time of award; none of which will expire at the end of the current fiscal year.     US Army triggers start of possible ground mobility vehicle competition after long delay

    By: Jen Judson WASHINGTON — The Army seemed geared toward holding a rapid competition to buy a Ground Mobility Vehicle in 2016, but the plan was delayed without much explanation in favor of buying an interim vehicle already in use by special operations forces. Buying the GMV was a top priority following the fall 2015 release of the Army's Combat Vehicle Modernization Strategy, which called for such a vehicle in future and current operations. After a competition never materialized, however, rumors began to swirl that the Army may decide to buy more of the U.S. Special Operations Command's GMV — General Dynamics Ordnance and Tactical Systems' Flyer 72 — even after the service had spent several years prior testing a wide variety of commercial off-the-shelf options. But Congress spurred the effort in its fiscal 2018 defense policy bill, mandating the Army hold a competition and move forward with a program. The Program Executive Office Combat Support and Combat Service Support's product lead for the GMV has quietly stated on its website that the Army plans to pursue a competition for the GMV — calling it an Infantry Squad Vehicle — as a formal program of record. The office states that it is projected to enter into a production contract in fiscal 2020 to procure 2,000 vehicles, roughly a year later than originally planned. The Army took a big step forward on Sept. 24, releasing a market survey to industry, via the Federal Business Opportunities website, soliciting offerings for an Infantry Squad Vehicle. The notice states the service is looking for a vehicle that provides mobility for a nine-soldier infantry squad as well as its associated equipment to “move around the close battle area.” The vehicle should be lightweight, highly mobile and transportable “by all means” to include CH-47 Chinook cargo helicopters, UH-60 Black Hawk utility helicopters and by Low Velocity Air Drop. Responses to the solicitation are due on Oct. 26. While the Army has already bought quantities of the SOCOM vehicle for five airborne infantry brigade combat teams, other companies have continued to wait in the wings for the possibility to compete. And the pool of readily available ultralight vehicles is deep. In addition to GD's Flyer, these vehicles all participated in vehicle demonstrations at Fort Bragg, North Carolina, in 2014: Boeing-MSI Defense's Phantom Badger. Polaris Defense's air-transportable off-road combat vehicle DAGOR. Hendrick Dynamics' Commando Jeep. Vyper Adamas' Viper. Lockheed Martin's High Versatility Tactical Vehicle, which is a version of the British Army's HMT-400 Jackal. The Army launched its new-start GMV program in 2017 as planned, based off the service's new combat vehicle modernization strategy released in 2016, which called for the capability. The Army planned to reach a full-rate production decision on a vehicle by the end of FY19. But then it decided to split GMV procurement into two phases in the FY18 budget request and, in the first phase, planned to exclusively buy 295 of GD's Flyers through a previously awarded contract with U.S. Special Operations Command. The second phase would open up into a competition to build 1,700 more GMVs.     This mobile comms unit has people talking

    By: Mark Pomerleau The Army has a slew of ongoing efforts to modernize its tactical network, including a focus on a pilot unit that moves quickly through the world and spectrum to tailor critical communications systems support. The Expeditionary Signal Battalion-Enhanced (ESB-E) supports units that don't have organic comms capabilities. These could include military intelligence battalions, chemical battalions, engineering battalions or air defense artillery branches. The ESB-E can also augment regular Army units, as a renewed focus on great powers requires all units to be much more mobile and expeditionary. What that means for signal battalions is their gear will have to be easily carried and set up to enable them to maneuver with units in a rapid manner. “The Army's transitioned to focusing on data environment and near-peer threat. The need for those logistical tails and for the enablers to move rapidly has increased, which is part of the demand signal that has gotten us away from” the Warfighter Information Network-Tactical of the past, Maj. Jeff Forry, S-3 50th Expeditionary Signal Battalion, told C4ISRNET during a demo of Army network modernization efforts at Fort Myer June 18. Forry said they've provided much more modular and scalable capabilities than the Humvee-mounted, satellite transportable terminal-based capabilities of year's past. In March 2018, the Army authorized the beginning of the ESB-E pilot, which is intended to create more mobile and agile kits for signal brigades. As part of the pilot, three companies under the battalion have been outfitted with capabilities from three vendors. This includes basebands — made by DTech, PacStar and Klas — with accompanying Tampa Microwave or L3 satellite terminal dishes of varying diameter depending on the users the unit needs to accommodate. Overall, the battalion has packages to provide communications for a variety of users. “When I plan a mission, less than 20 users, I'd start looking at small [packages] ... when we start pulling 20 up to 48 I'm looking at medium, and then after that we'd either use multiple mediums or start looking at the [large] package,” Forry said. The modularity of the kits mean, in many cases, just adding more users merely involves just sliding a small router into the baseband and utilizing a slightly larger satellite terminal. This is easier than the old WIN-T way of doing things where teams needed to bring full transit cases to add more users and bandwidth. One user noted that the modularity of the kit allows teams to mix and match based on the requirement. For example, if they only need connectivity to the Pentagon's secret network, as opposed to the unclassified network, they only need to bring those services with them. During a recent event at Dugway Proving Grounds, members from the signal battalion supported a chemical brigade, which had to get in and out of affected areas very quickly. The team took a small package and was able to get communication up in less than 10 minutes. They were onsite for 20 minutes, packed up and moved to the next site. The Army is continuing to utilize training events, combat training center rotations and exercises such as Saber Guardian in Europe to evaluate systems within the pilot program and execute operational tests for the gear. “The different approach we took for this prototype that we're doing is we didn't go set off a dedicated unit to do an operational test,” Col. Greg Coile, project manager for tactical networks at Program Executive Office Command, Control, Communications-Tactical, said. “Their operational test is when they go to Saber Guardian, when they go do the operational support, that is how we're testing and ... we use that user feedback going forward.” Coile added that this ongoing experimentation also allows units to get more repetitions as opposed to the old way of doing things, where the unit would get the equipment two weeks ahead of an operational test at something like the Network Integration Evaluation. Now units get an entire year with the equipment, which means the value of feedback is much higher, Coile said. The capabilities for the ESB-E unit will be part of the Army's first delivery of capability in 2021 for its network modernization the service is calling capability set 2021. Coile said the pilot will run until September, after which the Army will begin to make decisions on down-selecting vendors and outfitting actual units with the kits. The plan is to have every unit have the same equipment, as opposed to three companies currently outfitted with different vendor equipment for the prototype. A battalion will be complete in 2019, Coile said, and they are funded for three more in 2020. Moreover, they'll buy more in late 2020 to early 2021 and field those three.     Air Force Research Laboratory announces new space experiments

    by Sandra Erwin AFRL's Space Vehicles Directorate will study the physics of very low Earth orbit, and will pursue sensor technologies for cislunar space WASHINGTON — The Air Force Research Laboratory announced Sept. 2 it will pursue two new space experiments — one will test the performance of satellite instruments in low orbits and the other is to advance sensor technology to monitor cislunar space The experiments are run by AFRL's Space Vehicles Directorate at Kirtland Air Force Base, New Mexico. Col. Eric Felt, the director of the Space Vehicles Directorate, said 27 teams submitted proposals and the two projects that won address important areas of space that impact national security. The experiment known as “Precise” will study the physics of very low Earth orbit, or VLEO, which extends from 90 to 600 kilometers aboveEarth. AFRL said the experiment will examine the ionosphere and how gases impact radio propagation used for communications and navigation. “The experiment will use sensitive satellite instruments and radio waves to examine changes in the ionosphere resulting from different compositions of ion source gases,” AFRL said in a statement. Felt in June during a SpaceNews webinar mentioned that VLEO was an area of interest for AFRL. “This is like where you have to be thrusting all the time just to keep your satellite in orbit, at 200 to 300 kilometers,” Felt said. The second project, named Cislunar Highway Patrol System. or CHPS, will focus on space domain awareness beyond geosynchronous Earth orbit (GEO) all the way out to the moon. “CHPS will explore concepts for object detection and tracking between GEO, where most U.S. Space Force satellites are flown, and the moon,” said AFRL. NASA and commercial companies seek to harvest resources and return to the moon, Capt David Buehler, AFRL program manager said. “This increase in activity will require greater domain awareness. We want to be there providing safety of flight when the U.S. puts boots back on the moon.” The CHPS experiment will investigate sensing technologies and algorithms for object tracking. “We need to address really basic things that start to break down beyond GEO, like how do we even write down a trajectory. The current space catalog uses Two-Line Elements, or TLEs, which simply do not capture the complex orbital dynamics and have almost no meaning in cislunar space,” said Jaime Stearns, principal investigator. The next steps for the project leaders will be to submit budgets, program timelines and specific technical objectives by Oct. 1.
