The value of this contract, including options, is increased from $11,208,915,599 to $11,337,396,890. The definitized scope of work requires continued support to Ground-based Midcourse Defense by manufacturing C2 boost vehicles, booster spare parts and associated avionics to maintain fleet and flight test programs. The period of performance is from Jan. 31, 2018, to Sept., 30, 2022. This acquisition was executed on a sole-source basis. AIR FORCE

Lockheed Martin Corp., Orlando, Florida, has been awarded a $49,856,351 cost-plus-fixed-fee modification (P00004) to contract FA8682-19-C-0008 to procure additional equipment and tooling needed to increase Joint Air-to-Surface Standoff Missile production. Raytheon Co., Largo, Florida, is awarded a $32,740,207 firm-fixed-price, cost-plus-fixed- fee, cost-only contract for Planar Array Antenna Assembly (PAAA) production requirements to support the Cooperative Engagement Capability (CEC) program. This contract includes options which, if exercised, would bring the cumulative value of this contract to $237,882,026. Work will be performed in Largo, Florida (58%); McKinney, Texas (32%); St. Petersburg, Florida (7%); and Andover, Massachusetts (3%). The PAAA is a multi-face antenna assembly used in the shipboard AN/USG-2x CEC configuration. The CEC program supports integrated fire control capability. CEC provides the means to network sensors, thereby significantly improving strike force air and missile defense capabilities by coordinating measurement data from strike force air search sensors on CEC-equipped units into a single, integrated real-time, composite track air picture. CEC improves battle force effectiveness by improving overall situational awareness and by enabling longer range, cooperative, multiple, or layered engagement strategies. This contract will include scope for performance and delivery of PAAA production units, PAAA spare parts and engineering services with option quantities in support of both Foreign Military Sales and Navy requirements. Work is expected to be complete by June 2022. If all options are exercised, work will continue through April 2025. Raytheon Missile Systems, Tucson, Arizona, is awarded a $19,061,000 firm-fixed-price modification to previously awarded contract N00024-19-C-5404 to exercise options for fiscal 2020 Navy Rolling Airframe Missile (RAM) Mod 5 Guided Missile Launching System (GMLS) requirements. Work will be performed in St. Petersburg, Florida (36%); Louisville, Kentucky (21%); Tucson, Arizona (15%); Huntsville, Alabama (10%); Ottobrunn, Germany (8%); San Diego, California (4%); Tulsa, Oklahoma (3%); and various locations within the continental U.S. (3%). The RAM Guided Missile Weapon System is co-developed and co-produced under an international cooperative program between the U.S. and Federal Republic of Germany governments. RAM is a missile system designed to provide anti-ship missile defense for multiple ship platforms. Bowman, Foster & Associates,* Norfolk, Virginia, is awarded a $15,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity, architect-engineering contract for mechanical and electrical architect-engineering services for projects located primarily at Naval Station Norfolk, Virginia; and Naval Support Activity, Hampton Roads, Virginia. Initial task order is being awarded $170,471 for design and engineering of boiler replacement at Navy Medical Center, Portsmouth, Virginia. All work on this contract will be performed at various Navy and Marine Corps facilities and other government facilities within the Naval Facilities Engineering Command, Mid-Atlantic area of responsibility. Raytheon Space and Airborne Systems, Marlborough, Massachusetts, is awarded an $8,548,173 modification to a previously awarded firm-fixed-price contract N00039-16-C-0050 to exercise options to deliver spare items for the Navy Multiband Terminal (NMT) system. Work will be performed in Largo, Florida (54%); South Deerfield, Massachusetts (25%); Stow, Massachusetts (13%); and Marlborough, Massachusetts (8%). NMT is a multiband capable satellite communications terminal that provides protected and wideband communications. Joyce & Associates Construction Inc.,* Newport, North Carolina, is awarded an $8,145,647 firm-fixed-price task order (N40085-20-F-5204) under a multiple award construction contract for the replacement of Vacuum Test Chamber Building 137, Marine Corp Air Station, Cherry Point, North Carolina. Work will be performed in Havelock, North Carolina, and provides for the installation and replacement of aircraft vacuum component test system in Building 137. Project consists of equipment, equipment installation, repair and minor construction funding. Equipment cost includes the vacuum chamber and seven 50-horse power vacuum pumps. Equipment installation includes interior electrical hook-ups, new roof penetrations and vacuum piping. Lockheed Martin, Mission Systems and Training, Baltimore, Maryland, is awarded a $7,267,110 cost-plus fixed-fee order (N62786-20-F-0014) against the previously awarded basic ordering agreement N00024-19-G-2319 to provide advance planning, accomplishment and emergent availabilities for LCS-19 post shakedown availability.     Palantir wants to be the ‘central operating system for all US defense programs’

    Andrew Eversden WASHINGTON — Palantir, the Silicon Valley-based software company that successfully sued the Army in 2016, wants to become “the central operating system for all U.S. defense programs," the company wrote in paperwork filed with the U.S. Securities and Exchange Commission for its initial public offering. The software company, known for its controversial work with the U.S. government, went public on the New York Stock Exchange on Wednesday said that it wants its big data analytics platforms to “become the default operating system for data across the U.S. government.” Palantir, according to the filing, views the U.S. government's push toward alternative acquisition methods as a primary opportunity to for their company to grow. The federal government, particularly the Defense Department, is increasingly using what's known as Other Transaction Authorities and Small Business innovation Research contracts to eliminate the long timelines associated with the traditional contracting process. In 2019, research showed that those types of awards accounted for nearly 10 percent of the department's research, development, test and evaluation spending. “Our software is well positioned for this new procurement approach. Our platforms have been tested and improved over years of use across industries and can rapidly be deployed by the government with minor configurations. This gives us a significant edge over contractors selling custom tools,” the filing states. Palantir expects that there is $26 billion worth of work in the federal space, the filing stated. The company offers two big data analytics platforms, Foundry and Gotham, for data-driven decisionmaking by its customers. According to the filing, the company is currently working with Air Force, Army, Navy, Marines, Special Operations Command and “other defense agencies,” along with several other civilian agencies, including the Department of Veterans Affairs. The filing also states that the Army uses the platform to “keep one million troops ready for their missions, and every battalion in the U.S. Army uses our software for intelligence analysis.” In its filing, the the company specifically cites the DoD's $144 billion in fiscal 2020 on procurement funds and $105 billion on research, development, testing, and evaluation dollars as areas where its software “can contribute to programs covered by both of those budgets.” In 2016, Palantir sued the Army over its procurement strategy for an intelligence analysis system. After winning that case, which forced the Army to seek commercial solutions before building their own system. Since winning the case in 2018, the company has received $134.5 million in revenue from Army accounts, up from about $52 million in the previous 10 years. “Our victory in federal court is transforming the procurement of goods and services across the U.S. federal government,” the filing states. “For us, this shift in government acquisition represents a significant expansion of our [total addressable market] with the U.S. federal government.     Macron kicks off French race to build a new nuclear-powered aircraft carrier

    By: Christina Mackenzie   PARIS – French President Emmanuel Macron announced on Dec. 8 that his country's next aircraft-carrier will be nuclear-powered and should be operational by 2038 in time to replace the Charles de Gaulle, which entered active service in 2001. The new aircraft carrier is expected to be the biggest warship France has ever built. Florence Parly, the armed forces minister, said in October that the ship, whatever its propulsion, would be designed to deploy the future combat aircraft system (FCAS) and today her ministry confirmed that the vessel would deploy about 30 of these aircraft “which will be bigger than the Rafales.” The ministry said the ship would be in the 75,000 tonne class (82,673 tons), be around 300 meters long (984 feet) and be able to sail at 27 knots (31 mph), even bigger than the second aircraft carrier that Naval Group was working on in the early 2000s until that program was shelved by the government for lack of money. In comparison, the Charles de Gaulle is 261m (856 feet) long and weighs 42,000 tonnes (46,297 tons) fully loaded. The new ship will have a crew of about 2,000, including the air group. Speaking at Framatome, France's principal nuclear-power company headquartered at Le Creusot in the centre of France, Macron announced just four minutes before the end of his 28 minute speech that he had “decided that the future aircraft-carrier which will serve our country and our navy will, like the Charles de Gaulle, be nuclear-propelled.” It will have two K22 power generators each generating 220 megawatts (hence the 22) derived from the K15 (that generate 150 MW each) that currently power the Charles de Gaulle. Naval Group, which is the prime contractor for these major ship-building projects, immediately issued a statement hailing the decision, pledging to work with its major industrial partners Chantiers de l'Atlantique, TechnicAtome and Dassault Aviation. Pierre Eric Pommellet, chairman and CEO of Naval Group, said, “We are delighted with the announcement (...) which will enable France to maintain its position in the very restricted circle of major powers holding a nuclear aircraft carrier.” Echoing what Macron had said in his speech, Pommellet stressed the importance of projects like this to “ensure the continuity of our skills” and of developing innovative solutions “in the fields of propulsion and high added-value military systems, thus maintaining France's technological lead and its position as a key geostrategic player.” Now that the nuclear option has been chosen to power France's new aircraft carrier, other major decisions will have to be taken, notably concerning the catapults which are a vital part of the project. France has no expertise in this highly specialized technology and so will have to import the catapults from the United States, as it has done for the past 60 years. Those on the Charles de Gaulle are steam-powered, but those on the new aircraft carrier will be electromagnetic. Naval Group and its partners will now start a two-year preliminary design study, which sources said may use a number of the ideas that had been worked on for the aborted second aircraft carrier. That will be followed by more detailed plans with the development phase expected to finish at the end of 2025 at which point the ministry will order the ship.     DARPA: Taking the Next Step in Quantum Information Processing

    Universal quantum computers with millions of quantum bits, or qubits – which can represent a one, a zero, or a coherent linear combination of one and zero – would revolutionize information processing for commercial and military applications. Realizing that vision, however, is still decades away. The problem is the performance and reliability of quantum devices depend on the length of time the underlying quantum states can remain coherent. If you wait long enough, interactions with the environment will make the state behave like a conventional classical system, removing any quantum advantage. Often, this coherence time is significantly short, which makes it difficult to perform any meaningful computations. To exploit quantum information processing before fully fault-tolerant quantum computers exist, DARPA today announced its Optimization with Noisy Intermediate-Scale Quantum devices (ONISQ) program. This effort will pursue a hybrid concept that combines intermediate-sized quantum devices with classical systems to solve a particularly challenging set of problems known as combinatorial optimization. ONISQ seeks to demonstrate the quantitative advantage of quantum information processing by leapfrogging the performance of classical-only systems in solving optimization challenges. A Proposers Day for interested proposers is scheduled for March 19, 2019, at the Executive Conference Center in Arlington, Virginia: https://go.usa.gov/xEp8M “A number of current quantum devices with more than 50 qubits exist, and devices with greater than 100 qubits are anticipated soon,” said Tatjana Curcic, program manager in DARPA's Defense Sciences Office. “Qubits' short lifetime and noise in the system limit how many operations you can do efficiently, but a new quantum optimization algorithm has opened the door for a hybrid quantum/classical approach that could outperform classical systems.” Solving combinatorial optimization problems – with their mindboggling number of potential combinations – is of significant interest to the military. One potential application is enhancing the military's complex worldwide logistics system, which includes scheduling, routing, and supply chain management in austere locations that lack the infrastructure on which commercial logistics companies depend. ONISQ solutions could also impact machine-learning, coding theory, electronic fabrication, and protein-folding. ONISQ researchers will be tasked with developing quantum systems that are scalable to hundreds or thousands of qubits with longer coherence times and improved noise control. Researchers will also be required to efficiently implement a quantum optimization algorithm on noisy intermediate-scale quantum devices, optimizing allocation of quantum and classical resources. Benchmarking will also be part of the program, with researchers making a quantitative comparison of classical and quantum approaches. In addition, the program will identify classes of problems in combinatorial optimization where quantum information processing is likely to have the biggest impact. “If we're successful, the outcome of ONISQ will be the first demonstration of a quantum speedup compared to the best classical method for a useful problem,” Curcic said. ONISQ seeks multidisciplinary teams with expertise in experimental and theoretical physics, computer science and applied mathematics among others.
