Comment l'armée française tisse des liens avec les startups de cybersécurité

Face à l'évolution de la conflictualité qui se joue désormais dans le champ cyber aussi bien que dans les milieux traditionnels (Terre, Mer, Air, Espace), l'armée multiplie les initiatives pour travailler avec les sociétés qui peuvent l'aider à riposter aux menaces. La France a ainsi créé le commandement de la cyberdéfense (COMCYBER), placé sous l'autorité directe du chef d'Etat-major des Armées et qui doit assurer la protection des systèmes d'information des armées, ainsi que la conception, la planification et la conduite des opérations militaires dans le cyberespace. Outre la collaboration avec les grands groupes, tels que Thales ou Atos, l'armée cherche également à se rapprocher des startups de la cybersécurité les plus innovantes. En témoigne la création à Rennes de la Cyber Défense Factory, un incubateur piloté par la Direction générale de l'Armement (DGA), ou la création, en 2018, de l'Agence de l'innovation de défense (AID). Enfin, le ministère des Armées a signé une convention avec ACE Capital Partners, filiale de Tikehau Capital, qui est le fonds privé le plus actif dans la cybersécurité en France. ACE Capital Partners a investi dans onze jeunes pousses dans la cybersécurité, dont Glimps, Thetris, et plus récemment Vade.

    Congress injects millions of dollars to advance next-gen combat vehicle technology

    By: Jen Judson WASHINGTON — While essentially killing the U.S. Army's plan to competitively acquire a replacement for the Bradley Infantry Fighting Vehicle, Congress in its fiscal 2020 defense spending package is injecting more than $100 million to fund the advancement of next-generation combat vehicle technology and is allocated another couple hundred million dollars for technology that will benefit related efforts. The second top modernization priority is the Army's next-generation combat vehicle, and the service's first major move toward modernizing its combat vehicle fleet was to replace the Bradley. But that hasn't gone according to plan after the Army received only one bid from General Dynamics Land Systems in its optionally manned fighting vehicle, or OMFV, competition to replace the Bradley in October. While the Army hasn't said how it plans to proceed, Congress cut $172.8 million from the service's budget request for OMFV, making it appear impossible to fund a competitive prototyping effort. While the Army considers its next steps to replace the Bradley fleet, it's not stopping other technology development efforts to improve its current and future combat vehicle fleets. And congressional appropriators are adding $145 million into next-generation combat vehicle technology development funds on top of the Army's request for $379 million. Under NGCV technology development, Congress is peppering funding into prototyping energy-smart autonomous ground systems, highly electrified vehicles and autonomous vehicle mobility accounts. More funding is being applied to additive metals, manufacturing, structural thermoplastics and advanced materials development to make vehicles more survivable on the the battlefield. Additional funding is included for protection from rocket-propelled grenades and improvised explosive devices, and money will go toward modeling and simulation efforts. Under advanced technology development for NGCV, Congress is adding funding for additive manufacturing to include using it to develop jointless hull technology, hydrogen fuel cells and an ATE5.2 engine. The Army will also get more money to develop carbon fiber and graphite foam technology as well as advanced high strength and lightweight steels. The service will also fund combat-vehicle weight-reduction efforts, additive manufacturing of critical components and advanced water-harvesting technology. Congressional appropriators also added funding for Humvee technology development to include augmented reality systems, a health usage monitoring system, autonomy, torque monitoring and automotive enhancements. More funding was added for NGCV virtual and physical prototyping, too. While not specifically allocated toward NGCV technology development, Congress also has added $246.4 million in ground technology development funding that could apply to future vehicles. That funding includes more work on additive manufacturing to include cold spray technology, materials research including polymers for lightweight armor, protection against the elements and threats, and alternative power development. More plus-ups include funding for sensors for underground detection and also urban subterranean mapping technology as well as unmanned aircraft system-mounted hostile threat detection. While the Army's plan to field a Bradley replacement may be in flux, the service is also looking further into the future at what could ultimately replace its M1 Abrams tank, for example.     ARMY Brockington and Associates,* Atlanta, Georgia (W912P9-21-D-0001); New South Associates Inc.,* Stone Mountain, Georgia (W912P9-21-D-0002); Southeastern Archaeological Research Inc.,* Orlando, Florida (W912P9-21-D-0003); and Environmental Solutions and Innovations Inc.,* Cincinnati, Ohio (W912P9-21-D-0004), will compete for each order of the $83,000,000 hybrid (firm-fixed-price, labor-hours) contract for providing multidisciplinary cultural resource-related services for projects undertaken by the U.S. Army Corps of Engineers St. Louis District. Bids were solicited via the internet with five received. Work locations and funding will be determined with each order, with an estimated completion date of Oct. 21, 2025. U.S. Army Corps of Engineers, St. Louis, Missouri, is the contracting activity. NAVY Yahata Marine K.K., Yokohama, Japan, is awarded an estimated $61,000,000 under previously awarded Request for Proposal N68171-20-R-0001 multiple award of firm-fixed-price, indefinite-delivery/indefinite-quantity contracts to provide husbanding, management and integration services consisting of general charter and hire, utilities, force protection, communications and land transportation services to support maritime forces of the Department of Defense, other U.S. government agencies, and other nations to include Navy ships, Marine Corps, Military Sealift Command (MSC), Air Force, Army, Coast Guard, North Atlantic Treaty Organization (NATO), and other foreign vessels participating in U.S. military or NATO exercises and missions. The contracts on the multiple award will run concurrently and will include a five-year base ordering period with one five-year option with individual requirements performed under task orders when specific dates and locations are identified. If the option period is exercised, the total estimated value of the contracts combined will have a ceiling value of $2,122,000,000. The ordering period of the contract is expected to be completed by October 2025; if all options are exercised, the ordering period will be completed by October 2030. This company will perform work in three geographic regions: Southeastern Asia 1 (49%); Oceania (26%); and Japan (25%). Due to the fact that the specific requirements for husbanding support cannot be predicted at this time, more specific information about where the work will be performed cannot be currently provided.     Nouvelle commande pour l'Airbus A330 MRTT

    L'Occar transforme en commande ferme une option sur un Airbus A330 MRTT dans le cadre du contrat MMF qui vise à créer une flotte de ravitailleurs pour plusieurs pays européens. Quatre Airbus A330 MRTT en un mois Après la commande passée par la France pour trois Airbus A330 transformables en MRTT dans le cadre du plan de relance du gouvernement, c'est au tour de l'Occar transformer en achat ferme une des trois options prises dans le cadre du contrat MMF (Multinational MRTT Fleet) qui porte sur huit Airbus A330 MRTT fermes. Initié en 2012 par l'Agence européenne de la Défense, ce contrat est géré par l'Occar pour le compte de la NSPA, l'agence de soutien et d'achats de l'OTAN. L'objectif est de mettre le parc à la disposition de plusieurs pays européens : les Pays-Bas, le Luxembourg, la Norvège, l'Allemagne, la Belgique et la République Tchèque. Le Luxembourg veut plus d'heures Les Etats participant au programme MMF ont un accès exclusif aux ravitailleurs qui sont gérés en pool par l'OTAN. Les coûts et le personnel sont répartis en fonction du nombre d'heures de vol requises par chaque pays. C'est la demande du Luxembourg d'augmenter son quota d'heures de vol qui a d'ailleurs déclenché cette commande qui porte désormais à neuf le nombre d'Airbus A330 MRTT commandés fermes auxquels s'ajoutent deux options. Le Luxembourg veut en effet passer de 200 à 1 200 heures de vol. Des avions multimissions Comme les deux premiers exemplaires livrés, l'appareil sera configuré pour réaliser plusieurs missions : le ravitaillement en vol mais aussi le transport de personnels et de fret ainsi que les opérations d'évacuation médicale. La pandémie de coronavirus ou covid-19 a d'ailleurs été l'occasion pour les A330 MRTT Phénix de l'Armée de l'Air de démontrer ses capacités en matière d'évacuation médicale d'urgence dans le cadre de l'Opération Résilience qui a nécessité l'installation de postes de réanimation lourde pour accompagner le transport des patients. https://air-cosmos.com/article/nouvelle-commande-pour-lairbus-a330-mrtt-23664
