Canada launches production of new combat vehicles

Canadian Defense Minister Harjit Sajjan said that production on the first Armoured Combat Support Vehicle, or also know as ACSV, has begun in London, Ontario at the General Dynamics Land Systems-Canada manufacturing facilities.

These new vehicles will fulfill a variety of combat support roles such as that of Troop/Cargo Vehicle (TCV), ambulance, command post, and mobile repair and recovery, according to a press release issued Tuesday by National Defense.

The contract for this project was awarded last September, and since then, a number of subcontracts have been awarded by General Dynamics to allow work to start. These subcontracts represent over $137 million in investments to more than 30 Canadian businesses from coast to coast to coast, creating and sustaining over 400 jobs across the country.

This is a big step forward as the government continues to deliver on Strong, Secure, Engaged, Canada's first fully costed and funded defence policy. As per the Industrial and Technological Benefits Policy, General Dynamics will re-invest an amount equal to the value of the contract to create and sustain well-paying jobs across the country.

These vehicles will replace the current fleets of M113 Tracked Light Armoured Vehicle (TLAV) and the LAV II Bison. The first vehicle is expected roll off the production line this December, with deliveries occurring through February 2025. Testing, training, and procurement of spare parts will be required before the initial vehicles are distributed to Canadian Armed Forces bases in 2022.

“These vehicles will form the backbone of the Army's combat support fleet, and be used on a wide range of operations including domestic disaster relief and international peace support missions,” said Harjit Sajjan. “Thanks to the flexibility found in our defense policy, Strong, Secure, Engaged, work on the vehicles has started years earlier than expected and ensures that we continue to support well-paying Canadian jobs and critical innovation in communities across the country.”

The Honourable Navdeep Bains, Minister of Innovation, Science and Industry also added that “Our government has ensured that this contract supports Canadian jobs and provides benefits to Canadian industry, including small and medium-sized businesses. Through the Industrial and Technological Benefits Policy, this project will continue to strengthen key industrial capabilities that support the Canadian Armed Forces and help to keep Canada's economy strong.”

    RCAF change of command marks new era

    by Chris Thatcher Against a backdrop of a Douglas DC-3, a Bombardier Challenger 604, a McDonnell Douglas CF-188B and a Boeing CH-113 Labrador, LGen Michael Hood passed command of the Royal Canadian Air Force (RCAF) to LGen Al Meinzinger on May 4, 2018. The ceremony was conducted at the Canada Aviation and Space Museum in Ottawa and included an honour guard parade from 8 Wing Trenton, Ont., which Hood led from 2007 to 2009, and a Colour Party from 429 Tactical Airlift Squadron, the last squadron he commanded. It also featured the central band of the Canadian Armed Forces (CAF) and the pipes and drums of 8 Wing. A planned flyover of two CH-146 Griffon helicopters, two CF-188 Hornets and one CC-130J Hercules was cancelled due to poor weather. The transfer of command from Hood, an air combat systems officer, to Meinzinger, a helicopter pilot, marked the first time the new RCAF colours were paraded since they were presented by the Governor General in September. The former colours were passed to the custody of the Toronto Maple Leafs in a ceremony in February. The setting of historic Air Force and Canadian airframes was a fitting reminder of the importance of the RCAF legacy, a history both commanders referenced in remarks to an audience of several hundred personnel, families and dignitaries, including seven former commanders, three former Chiefs of the Defence Staff (CDS), and three former deputy commanders of NORAD. The change of command is more than passing a torch, “it's poignant,” said CDS Gen Jonathan Vance. “[It] marks the very cadence of life in the armed forces.” Hood assumed command of the RCAF in July 2015, culminating a 33-year career that included many years in a CC-130 Hercules as well as staff tours with the Governor General, the United States Air Force, and in senior positions with the CAF and RCAF. He praised the “exceptional people” of the Air Force and their skill on operations. “You are inheriting a great team you helped build,” he told Meinzinger. Hood's one lament, he said, was the pace and lack of political agreement on vital procurement programs, in particular the replacement of the CF-188 Hornets. “While I'm happy [the new] defence policy has a lot of great opportunity for the Air Force, and we have a vision moving forward for an open and transparent competition for the replacement of the fighter, I can tell you it is not happening fast enough,” he said. “And I am going to continue to encourage, in my role as a civilian, the government to try and accelerate the acquisition of that replacement fighter.” Vance thanked Hood for his “sound and clear” advice on a number of complex files, including acquisition projects such as fighter jets and fixed-wing search and rescue aircraft, “ferocious advice” that was delivered in private and “honest execution delivered in public.” He also commended Hood for his efforts to instill a new generation of innovators within the RCAF by seeking out ideas from across the Air Force and seconding non-commissioned and junior officers to an entrepreneurial environment in a technology hub in Waterloo, Ont. “It speaks to your care for the future ... of the RCAF,” said Vance. Meinzinger, who served as deputy commander of the RCAF for two years under Hood, also applauded the innovation agenda and said he would, “continue to focus on innovation as we look to the future.” A CH-135 Twin Huey and CH-146 Griffon pilot with four flying tours, Meinzinger has served in a variety of senior staff roles in the CAF, RCAF and NORAD, most recently as director of staff in the Strategic Joint Staff under Gen Vance. He commanded the Joint Task Force Afghanistan air wing in Kandahar in 2011, overseeing air wing support to combat operations, and has led both the training and education systems as commanding officer of 403 Helicopter Operational Training Squadron in 2006 and later, in 2013, as commandant of the Royal Military College of Canada. His experience taught him the importance of “flying in formation” and working “as one team,” said Meinzinger. Born in Trenton and raised on the base, he said he was “indentured for life” and learned at an early age “what it means to be part of a military family.” His father, a chief warrant officer, served 36 years in the CAF. Meinzinger said he intends to maintain the RCAF reputation for excellence on operations. “Our ability to deliver air power effects in an integrated manner with precision, agility and professionalism is our true calling card.” But he also emphasized people as a personal priority at a time when the Air Force is wrestling with recruitment and, perhaps more challenging, retention. “In my view, the RCAF can only be successful ... if we have well-led, healthy, robust and inclusive squadrons and tactical units.     Canada can afford new fighters or new frigates — but not both at once: report

The study, written for the University of Calgary's School of Public Policy, says that — contrary to the assurances offered in the government's defence policy — Ottawa will soon be forced into a series of tough, far-reaching choices about the structure and capabilities of the Canadian military. Using the government's own figures, researcher Alex McColl concluded that the Liberals either will have to pour more money into their defence budget in the mid-2020s or scale back their ambitions by buying a less expensive fighter jet. The reason, according to McColl, is that the bills for both new frigates and new fighters will come due at the same time. During the 2015 election campaign, Prime Minister Justin Trudeau pledged Canada would not buy the F-35 stealth jet — that it would go with something cheaper and pour the savings into rebuilding the navy. The way the defence policy figures roll out, McColl wrote, suggests the government is on track to do just that. "Absent the political will to provide considerably more than 1.15 per cent of GDP in defence spending," he wrote, "the Canadian Forces can no longer afford to be a modern multipurpose force and should instead move to a Navy centric force structure." The Liberal defence policy, released just over 18 months ago, forecasts that by 2025, annual defence spending will rise to $32.7 billion, or about 1.4 per cent of GDP. However, the projections in the defence policy do not go past the fiscal year 2024-25 — something the Parliamentary Budget Office flagged in a report in November 2017. That PBO report also raised concerns about whether the Liberals would even meet their procurement targets and predicted the numbers would fall off a cliff before the 20-year defence spending policy reaches its halfway mark. "Measured as a share of the economy, the new spending plan will raise the defence budget by over 17 per cent to about 1.1 percentage points of GDP by 2024," the PBO analysis said. "Following this, spending will decline by 38 per cent to 0.69 percentage points of GDP by 2035." McColl said Canada may be left with no choice but to buy a cheaper fighter. "The best value solution to the CF-18 replacement is the least expensive jet in the competition: the Saab Gripen," he wrote in his report. In an interview CBC News, McColl said he chose the Gripen because it is "the dramatically least expensive option," although the Super Hornet is also a cheaper alternative. "I wouldn't say we would be forced (to buy them)," he said. "What I would say is that buying an inexpensive fighter that meets the minimum requirements of what we use the CF-18 for today would be the optimal policy." National Defence announced last week it had concluded a deal with Australia to buy 18 used F-18 fighters to bolster the current CF-18 fleet until a brand-new replacement is selected. That competition to replace the CF-18s with new aircraft is slated to kick off this spring, when the federal government puts a tender on the street. A contract award is not expected until 2022. The first new fighters won't arrive until 2025 — and it will be another year after that before they are operational. Dave Perry, a procurement expert at the Canadian Global Affairs Institute, said that new accounting rules — which allow National Defence to spread the cost of weapons system over their lifetime, instead of accounting for them all at once — give the Liberal government a bit of flexibility. But he also pointed out that, by trying to rebuild the navy and the air force at the same time, the Liberals are trying to do something rarely accomplished outside of a wartime setting. "Between new fighters and surface combatants [frigates], those are by far the two biggest projects that have gotten underway in this country in a long time, and doing them at the same time is not something we've done in peacetime before," said Perry. "Previously, we've done these things in sequential order." The question of whether the federal government is organizationally and fiscally prepared to start paying big defence bills is open to debate, he added. Almost four years ago, Perry co-wrote a seminal report that noted the number of staff dedicated to defence procurement at National Defence had never recovered from the budget cuts of the mid-1990s — dropping to 4,300 positions from 9,000. In the time since his report was released, Perry said, there's been progress at the Department of National Defence in hiring procurement specialists and getting systems in place, but he's not certain the rest of the federal government is prepared.     Canada announces next step in future fighter competition

    GATINEAU, QC, July 23, 2019 /CNW/ - The Government of Canada is ensuring the women and men of the Canadian Armed Forces have the equipment they need to do their jobs. As part of its defence policy, Strong, Secure, Engaged, the government is acquiring 88 advanced fighter jets to provide the capability the Canadian Armed Forces needs to ensure the safety and security of Canadians and meet its international obligations. This is the most significant investment in the Royal Canadian Air Force in more than 30 years. With it, the government will deliver the aircraft that meet Canada's needs, while ensuring good value for Canadians. This investment will support the growth of Canada's highly skilled workforce in the aerospace and defence industries for decades to come, from coast to coast. Today, the government achieved a major milestone in the process. Following extensive engagement with industry and eligible suppliers over the past 18 months, the formal Request for Proposals has now been released to eligible suppliers. The following suppliers have until spring 2020 to submit initial proposals to Canada: Sweden—SAAB AB (publ)—Aeronautics United Kingdom and Northern Ireland—Airbus Defense and Space GmbH (with MBDA UK Limited, L3 Technologies MAS and CAE Canada) United States—Lockheed Martin Corporation (Lockheed Martin Aeronautics Company) (with Pratt and Whitney) United States—The Boeing Company (with Peraton Canada Corp., CAE Inc., L3 Technologies MAS Inc., GE Canada and Raytheon Canada Limited Services and Support Division) Canada will provide two opportunities for all bidders to demonstrate that they can present a plan to meet Canada'ssecurity and interoperability requirements. This approach has already been used for other large federal procurements and has proven to be successful in maintaining a high level of competition. All bidders will be subject to the same evaluation criteria, and proposals will be rigorously assessed on elements of technical merit (60%), cost (20%) and economic benefits (20%). This procurement attributes one of the highest weightings to economic benefits for Canada in its history. All suppliers will be required to provide a plan for economic benefits equal to the value of their proposed contract, with maximum points only being awarded to suppliers who provide contractual guarantees. This open and transparent competition is being monitored by an independent Fairness Monitor to ensure a level playing field for all potential bidders. The Fairness Monitor's interim report on the supplier qualification and engagement process found that activities were conducted in a fair manner. The Fairness Monitor provided the following statement to Public Services and Procurement Canada: "As the Fairness Monitor for the Future Fighter Capability Project, we have monitored the project throughout the qualification and engagement stage, including the development of the Request for Proposals, and we have identified no fairness deficiencies. It is our opinion that the process has been conducted in a fair manner. Decisions were made objectively and free from personal favouritism or improper influence, and the process encompassed the elements of openness, competitiveness, transparency and compliance." The evaluation of proposals, including any revised proposals, is expected to result in identifying the selected bidder in early 2022, with the first aircraft delivery starting as early as 2025.
