    Air Force Eyes Drones For Adversary And Light Attack Roles As It Mulls Buying New F-16s

    The future of the U.S. Air Force's tactical aircraft fleet is under review, with some radical ideas under discussion. BY THE WAR ZONE STAFF JANUARY 22, 2021 The U.S. Air Force is in the midst of a major review of its tactical aircraft fleets. This includes investigating the possibility of using drones equipped with the artificial intelligence-driven systems being developed under the Skyborg program as red air adversaries during training, and potentially in the light attack role. The service is also exploring a potential purchase of new F-16 fighter jets, likely based on the Block 70/72 variant, two decades after the service ordered its last Vipers as it shifted focus to the F-35A Joint Strike Fighter. In an interview with Steve Trimble, Aviation Week's Defense Editor and good friend of The War Zone, earlier this month, which you can find here, now-former Assistant Secretary of the Air Force for Acquisition, Technology, and Logistics, Will Roper, provided insight into the ongoing tactical aircraft review, including particularly intriguing comments about forthcoming unmanned aircraft system programs and buying additional F-16s. These and other ideas are being scrutinized as the service looks toward its Fiscal Year 2023 budget request, which, barring any complications, would be unveiled in the spring of 2022. Roper had been the chief architect and advocate of the Air Force's Skyborg program, which the service revealed in 2019, and is developing a suite of new autonomous capabilities for unmanned aircraft with a heavy focus on artificial intelligence (AI) and machine learning. The service has said that the goal is to first integrate these technologies into lower-cost loyal wingman type drones designed to work together with manned aircraft, but that this new “computer brain” might eventually control fully-autonomous unmanned combat air vehicles, or UCAVs. The Skyborg effort has been heavily linked to other Air Force programs that are exploring unmanned aircraft designs that are “attritable.” This means that they would be cheap enough for commanders to be more willing to operate these drones in riskier scenarios where there might be a higher than average probability of them not coming back. With this in mind, Skyborg technology has previously been seen as ideal for unmanned aircraft operating in higher-threat combat environments. However, in the interview with Aviation Week, Roper suggested that they might also first serve in an adversary role. In this way, these unmanned aggressors would test combat aircrew, either standing in for swarms of enemy drones or conducting the kinds of mission profiles for which an autonomous control system would be better suited. As the proliferation of advanced drone capabilities continues, adversary drone training systems will become a pressing capability. Even using drones to stand in for or augment manned adversary platforms is one of the potential solutions to the problem of needing far more targets in the air at one time to stress fleet pilots. Operating huge fleets of manned adversaries is highly cost-prohibitive. For example, Air Combat Command shortlisted seven companies for a combined total of $6.4 billion of potential aggressor contract work in 2019; details of the first five bases to receive this support were revealed last year, as The War Zone reported at the time. Other solutions, including augmented reality, are being looked at to solve this problem, as well. You can read more about this issue in this past exclusive of ours. “I think, at a minimum, attritables ought to take on the adversary air mission as the first objective,” Roper said. “We pay a lot of money to have people and planes to train against that do not go into conflict with us. We can offload the adversary air mission to an artificially intelligent system that can learn and get better as it's doing its mission.” Roper's specific mention here of attritable drones is interesting and could perhaps hint that the manned aircraft they would battle with might, at least on some occasions, also shoot them down. If that were to become a reality, it would provide pilots with a highly realistic element to their training that would potentially be far more valuable than the relatively “canned” type of live-fire gunnery or missile firing that they are exposed to today. The Air Force Research Laboratory (AFRL) is already in the midst of an effort, separate from Skyborg, to develop an autonomous unmanned aircraft that uses AI-driven systems with the goal of having it duel with a human pilot in an actual fighter jet by 2024. Roper also clearly sees the use of drones equipped with the Skyborg suite of systems as a potential way to bring down the cost of the entire red air training enterprise, reducing the requirement to procure more expensive manned aircraft and teach the instructors required to fly them. Beyond cost-saving, however, there is still a demand for higher-end red air capabilities, especially stealthy ones, that contractors can't really provide. This is one of the reasons why early-model F-35s have been chosen to equip a future aggressor squadron. While this will go some way to meeting the demand for advanced threat simulation, it is likely to be a limited and costly fleet. Stealthy, but attritable drones, such as the XQ-58 Valkyrie, would certainly be a possibility for adding additional capacity here at a lower cost. As well as training the human elements, introducing Skyborg-enabled drones into large-force exercises would also help train them, enhancing their own AI algorithms, and building up their capabilities before going into battle for real. Essentially, algorithms need to be tested repeatedly to make sure they are functioning as intended, as well as for the system itself to build up a library of sorts of known responses to inputs. Furthermore, “training” Skyborg-equipped drones in this way in red air engagements inherently points to training them for real air-to-air combat. Air-to-air combat isn't the only frontline role the Air Force is eying for drones carrying the Skyborg suite. “I think there are low-end missions that can be done against violent extremists that should be explored,” Roper said. This opens up the possibility that lower-cost unmanned aircraft using AI-driven systems could help the Air Force finally adopt a light attack platform after more than a decade of abortive efforts in this regard. Despite initial plans to buy hundreds of aircraft, the service dramatically scaled back its most recent attempt, known as the Light Attack Aircraft program, in 2019. U.S. Special Operations Command (SOCOM) subsequently tried to revive the project, but Congress blocked that effort in its annual defense policy bill, or National Defense Authorization Act (NDAA), for the 2021 Fiscal Year. So, there remains a requirement for a light attack platform that could potentially be filled by an advanced unmanned alternative. In the meantime, the Air Force had also attempted to cease buying MQ-9 Reaper drones, which currently undertake many of these types of lower-end combat missions, but this was ultimately blocked by Congress, too. Still, close air support (CAS) is a mission that still benefits hugely from a human in the cockpit. As such, the exact capability set of a semi-autonomous drone, in this regard, may be limited. One could imagine giving the targeting control directly to those the drone is tasked with supporting on the ground though. This could compress the kill-chain and help with providing CAS in contested environments where a stealthy and attritable airframe may be overtly beneficial. Just such a concept was floated by the then Air Force Chief of Staff General Mark Welsh, who described it as “a flying Coke machine.” You can read all about that in this past article of ours. Roper had also indicated in his interview that perhaps the cost-savings from using drones in the adversary role might free up funds to otherwise address the light attack issue, as well as other needs the Air Force might have. Replacing “adversary air [with attritable unmanned aircraft] would save us money up front,” Roper explained. With regards to manned tactical aircraft, Roper also revealed in the interview that the Air Force is looking at new purchases of F-16s. “As you look at the new F-16 production line in South Carolina, that system has some wonderful upgraded capabilities that are worth thinking about as part of our capacity solution,” he said. Roper was almost certainly referring to the latest Block 70/72 variants of the F-16C/D that Lockheed Martin has been successfully selling on the export market in recent years. The company also offers an upgrade package to bring existing Vipers up to a similar configuration, known as the F-16V. In September 2020, the defense giant announced plans to standardize its F-16 offerings around a base model derived from the Block 70/72 configuration, which you can read about more in this past War Zone piece. New Vipers based on this standardized model are what the Air Force would likely be looking to buy in Fiscal Year 2023 or beyond. The latest Block 70/72 jets are already highly capable, featuring sophisticated avionics, mission systems, active electronically scanned array radar, extended range, and a digital electronic warfare suite.     Army to award new contracts to support mobile comms units

    Mark Pomerleau The Army is awarding delivery orders to three vendors to support equipment for three Expeditionary Signal Battalion-Enhanced (ESB-E) units. Specifically, the awards will support fielding of satellite baseband equipment, said Paul Mehney, director of public communications at Program Executive Office Command, Control, Communications-Tactical. Expeditionary signal battalions support units that don't have organic communications capabilities. These groups could include military intelligence battalions, chemical battalions, engineering battalions or air defense artillery branches. The ESB-E aims to be more mobile and require less equipment in order to drop in, support units and move more quickly on the battlefield. Overall, the vendors will be responsible for providing 48 baseband sets of equipment for each ESB-E formation. “Due to aggressive initial fielding timelines, after the first six ESB-E formations are fielded, the program office intends to open baseband capability competition for future ESB-E needs,” Mehney said. PacStar was recently awarded a contract to support the ESB-E program to provide its 400-Series modular platform to enhance tactical expeditionary communications, the company said in a July 7 release. The 400-Series is lightweight allowing these smaller and expeditionary units to maneuver more quickly. It includes 128 GB RAM, virtual routing and the PacStar 463 Radio Gateway. “Network modernization to meet warfighter needs and defense priorities is a core focus for the Army and across the DoD, and we are proud to support these efforts with PacStar 400-Series for ESB-E,” Peggy J. Miller, chief executive of PacStar, said in a statement. “With these solutions, ESB-E [Scalable Network Node] will get the smallest, lightest, modular tactical communications platform in the industry, which is part of our larger initiative to enable increased reliability and innovation for warfighters.” The other vendors include Klas and DTECH, with all three supporting one ESB-E. An additional delivery order for each vendor to a second ESB-E will be issued, meaning in the near future, each vendor will support two units a piece. After that, the Army will open up the contracts to competition. This approach follows how the Army has been experimenting to date by providing similar, yet comparable equipment to several ESB-E's. These companies have provided separate equipment to three units allowing the Army to gain useful feedback from units to see what they liked and disliked about the gear. This has allowed the Army to execute rapid prototyping and experimentation on a tighter timeline for making fielding decisions while providing equipment to soldiers in the interim.     SASC chairman: We must build the national security innovation base our defense strategy requires

Jim Inhofe Since World War II, the American people have believed our military has had the best of everything, but the technological superiority that kept us 20 years ahead of our competitors has rapidly diminished. In some cases, we're already behind. By 2030, unless we pursue “urgent change at significant scale,” as former Defense Secretary Gen. James Mattis put it, it's likely the U.S. will face an enemy with superior weapons, superior equipment and superior capabilities. Nowhere is this better illustrated than in our strategic competition with China. China used to just steal our technology. Now, through heavy investment, they are improving it. The result? China is outpacing the U.S. in key areas like hypersonic weapons, artificial intelligence and biotechnologies — not to mention conventional capabilities. China isn't the only one. Technological development is accelerating across the globe, expanding to more actors and changing the very nature of war. We can't afford to let our advantage erode further. It is up to the Department of Defense and Congress to make sure that the defense-industrial base becomes, as the National Defense Strategy demands, an “unmatched 21st century National Security Innovation Base.” If we want to “sustain security and solvency,” we need to consider wholesale change to industry culture and its interface with the Department of Defense, shed outdated management processes, and reimagine a resilient supply chain that mitigates 21st century risks. This begins with software, which is foundational to military capability. The DoD and its traditional hardware-dominant industry partners have been behind on software in almost every way — talent, tools, development and delivery processes. Software innovation has failed in countless DoD programs, including the Ford-class carrier, the F-35′s Autonomic Logistics Information System and the GPS next-generation operational control system. Instead of taking the Pentagon for granted as an endless source of cash flow, partners must refocus their attention on delivering secure capability that actually works. Next, the Department of Defense needs to continue to expand capacity — prioritizing speed of delivery and adapting its systems to maximize value and output. For too long we have been slow to expand our stockpiles of fifth-generation weapons required to fight peer adversaries. The second production line for JASSM-ER cruise missiles is a good start toward building the capacity needed to retain advantages that will make any enemy think twice before attacking. We must do the same for other fifth-generation weapons, including air-to-air missiles. Shipbuilding, including aircraft carriers, surface ships, submarines and our logistics fleet, is another area where our capacity is severely limited. The Chinese People's Liberation Army Navy, which recently surpassed ours in size, is on track to reach 400 ships in 2025 and is nearly self-sufficient for all components. Size of the fleet isn't a sole consideration. We've focused on ensuring the capability of our fleet remains unmatched and bolstering suppliers of critical components, but we must also improve the construction performance of lead ships in new classes to maintain and build upon our capability advantage. The last thing we want is a fair fight. Innovation is best done at the subsystem level through a rigorous engineering-based process centered on building knowledge through full-scale prototypes, which can then inform ship design. We are eager to work with the Navy to identify and fund more of these prototypes, which will serve as the building blocks of the future fleet. We also must accelerate innovation. Recent defense authorization legislation encourages the DoD to streamline acquisition, take a business-minded approach to contracting, and tap into nontraditional suppliers and public-private partnerships. This must continue. Dilapidated testing infrastructure is holding us back from catching up to our enemies. Just look at hypersonic weapons: Beijing is parading around dozens of its newest weapons, and we have yet to build one. The DoD has looked to Silicon Valley, but we are competing with Chinese influence there as well, and the Pentagon has often proven an impossible customer due to its antiquated bureaucracy. Any technological improvements will be meaningless if vulnerable to being infiltrated or stolen. Recent legislation continues support for the DoD as it assesses and mitigates risks to its supply chains posed by adversaries. Both the government and contractors need to cooperate on and use modern verification tools to identify trusted suppliers and manufacturers, as well as fix vulnerabilities. To make these tools useful, the DoD must first establish a working digital model of its suppliers. Lastly, while we must continue to invest in the domestic, organic industrial base, it's important to remember that we can't take on China and Russia alone — which is why the National Defense Strategy emphasizes our network of allies and partners. We must remove unnecessary barriers to industrial cooperation that degrade our collective competitive edge. We do not have to make a false choice between investing domestically and in our allies — we can do both. Under our National Technology and Industrial Base partnership with Canada, Australia and the United Kingdom, we can develop a more diverse, resilient industrial base, secure our supply chains, and become a “five eyes for defense procurement.” It's in our best interest to ensure our allies can leverage our technological advantages and we can leverage theirs. Without a strong national security innovation base, the Pentagon cannot implement the National Defense Strategy. Congress' job is to put the appropriate, tailored policy in place and provide sufficient, predictable resources to help the industrial base meet these challenges. Together, we can harness the power of American innovation to ensure that we are able to win the wars of the future. Sen.
