Boeing extends plant shutdowns in Washington state

April 6 (UPI) -- Boeing Co. announced an extension of a production suspension in its Washington state facilities, and signaled that layoffs and buyouts could be coming, to help stem the spread of COVID-19.

The company's Puget Sound and Moses Lake sites will be closed until further notice because of the spread of the coronavirus, additional advice from state health authorities and supply chain disruptions, the company said in a Sunday statement.

The original shutdown began on March 23 and was scheduled for two weeks.

The Puget Sound facilities are mostly known for constructing commercial aircraft, but the military's KC-46 tanker and P-8 maritime patrol aircraft are built on the same lines. Boeing officials said last month the stoppage is not expected to affect their production too greatly.

Boeing employs about 70,000 people in the region. Last week it announced a two-week closure of facilities in the Philadelphia area for two weeks due to the spread of the virus.

In a letter last week to employees, CEO David Calhoun predicted that the company's recovery from the health crisis will be lengthy.

"When the world emerges from the pandemic, the size of the commercial market and the types of products and services our customers want and need will likely be different," he said. "It's important we start adjusting to our new reality now."

Within several weeks, a buyout package will be offered to some of Boeing's 161,000 U.S. employees. Nearly one-third of its 27,000 unionized machinists are over 55, and with an aging workforce a buyout could find many takers.

While the company appears to be eligible to receive funds from a $17 billion loan available to the aviation industry included in the $2 trillion federal stimulus package it is required to maintain staffing at 90 percent of current levels.

    Battle Force 2045 could work — if defense leaders show some discipline

With less than four months left in the administration's term, he unveiled a new vision for the Navy that would grow the fleet to more than 500 manned and unmanned vessels from today's 296 ships. Although some dismiss Esper's Battle Force 2045 concept as a political ploy shortly before an election, it could lead to a more effective and affordable future fleet — as long as Navy and Department of Defense leaders can avoid loading it down with expensive options. The Navy clearly needs to change its force design and operational approach. Even though naval forces are increasingly important to deter and defeat Chinese aggression, the Navy's previous plan to build a force of 355 ships lacked resilience and firepower, fell short on logistics, and was projected to cost 50 percent more than the current fleet. The Navy tried to adjust that plan with an integrated naval force structure assessment, but Esper rejected it, as it failed to implement new concepts for distributed multidomain operations and would be too expensive to realistically field. Instead, over the course of nine months, he and Deputy Secretary of Defense David Norquist led a study taking a fresh look at the Navy's force structure. The Hudson Institute contributed to the project by developing one of three fleet designs that informed the new plan. Hudson's proposed fleet is affordable to acquire and operate. Even though it consists of 581 vessels, more than 200 are unmanned or have small crews. The Hudson study's conservative estimates suggest it can be acquired for the ship construction funding in the Navy's President's Budget for fiscal 2021, adjusted for inflation, and would only cost moderately more than the current one to operate. The Hudson proposal becomes more affordable than the Navy's plan by gradually rebalancing the fleet to incorporate more smaller, less-expensive ships and fewer large multimission combatants. The proposed fleet would also constrain the size and cost of some large new ships, such as the future large surface combatant and next-generation attack submarine. Employing new operational concepts, the proposed fleet would outperform the current Navy in important metrics for future operations. First, the proposed fleet's groups of manned and unmanned vessels would generate more numerous and diverse effects chains compared to today's Navy, improving the force's adaptability and imposing greater complexity on enemy decision-making. Second, the fleet would deliver more offensive munitions from vessels and aircraft over a protracted period, and defend itself more effectively using distribution, shorter-range interceptors and electric weapons. Lastly, it enhances the fleet's amphibious, logistics and strategic sealift capacity. Overall, this results in a Navy that can help the joint force prevail across a range of potential scenarios, including the most challenging ones such as an attempted Chinese attack on Taiwan. The Hudson fleet is also achievable. Its shipbuilding plan relies on mature technologies or allows sufficient time to complete needed engineering and operational concept development before moving ships into serial production. The plan sustains the industrial base through stable ship-construction rates that avoid gaps in production and smoothly transition between ship classes. Even with this measured approach, however, the fleet can rapidly evolve, reaching more than 355 manned and unmanned vessels by 2030, and 581 by 2045. Although Battle Force 2045 focuses on ships, the Navy needs to spend more on improving repair yard infrastructure, growing munitions stocks, and providing command-and-control capabilities to the force. As the Hudson study shows, ship construction savings could help fund these and other enablers, but only if the Navy and the DoD have the discipline to avoid expensive new investments, such as building a third attack submarine every year, installing boost-glide hypersonic missiles on old destroyers or pursuing a significantly larger combatant to follow the Arleigh Burke class. Even if the procurement cost of these programs was funded through budget shifts within the DoD, each will incur a sustainment bill that is not factored into Navy plans and could accelerate the descent toward a hollow force. The Navy is now developing a new shipbuilding plan as part of its FY22 budget submission. Congress should carefully assess that plan and, in collaboration with the DoD, refine the budget. Esper may depart, but the results of this study can serve as a starting point for an operationally effective and fiscally sustainable fleet for the next administration. Timothy A. WASHINGTON — GM Defense delivered its first Infantry Squad Vehicle to the U.S. Army in an Oct. 27 ceremony at its proving grounds and production facility in Milford, Michigan, just 120 days after being chosen to build the new troop carrier. The Army awarded the company a $214.3 million contract to produce 649 vehicles by the end of fiscal 2024. The service is planning to procure a total of 2,065 ISVs. Designed to carry a nine-soldier squad, the ISV was specifically put together to be light enough to be sling loaded from a UH-60 Black Hawk and small enough to fit inside a CH-47 Chinook, to provide maximum flexibility for deployment. GM's design is based off the company's 2020 Chevrolet Colorado ZR2 midsize truck and uses 90 percent commercial parts including a 186-horsepower, 2.8L Duramax turbo-diesel engine and performance race components. It also features a custom rollover protection system. While the first low-rate initial production vehicles — 27 in total — will be built in Michigan, GM has a long-term plan to move its ISV manufacturing to Concord, North Carolina, where it is standing up a facility to manage its higher volume ISV production. The Army first identified a need for a light infantry vehicle in 2015 when its most recent combat vehicle strategy was released, but nothing materialized until Congress forced the Army to launch the competition as part of the FY18 National Defense Authorization Act. The Army awarded $1 million contracts to three teams in August 2019 to develop offerings — GM Defense, a team of Oshkosh Defense and Flyer Defense LLC and an SAIC and Polaris team. “One hundred and twenty days from contract award to delivery is a significant milestone, and I am very proud of the team for this accomplishment,” David Albritton, president of GM Defense, said in a statement. “We're leveraging General Motors' engineering prowess and immense manufacturing capabilities to bring transformative solutions to the military vehicle market. Our initial success with the ISV shows our commitment to our customer and highlights our unique right to win in the military mobility market.” GM Defense has a “very, very talented team," Albritton said during the ceremony, and “their innovation, attention to detail, flexibility when incorporating soldier feedback during testing and a magnitude of other factors helped us to win this ISV contract and gives me great hope for how we will tackle other pursuits in the future.” The first vehicles will be going to the 1st Infantry Brigade Combat Team of the 82nd Airborne Division, but ultimately 11 IBCTs will be outfitted with 59 vehicles each under the first contract covering the 649 ISVs. The vehicles are slated to go through tests in the coming year, including further analysis of its air-deployable capability, as well as verification the maintenance manuals are complete. The first unit equipped will take the ISV through an initial operational test and evaluation. With the success of the ISV, GM Defense is setting its sights on other opportunities with the Army and other military services. “We have a strong interest in the Joint Light Tactical Vehicle Program,” Albritton said. The Army is planning to re-compete for the JLTV and for new Humvees to round out the tactical vehicle fleet. “If you look at the size and scale of this program, obviously, this is closer to a commercial-size vehicle, but as you step up in class and step up in weight, we believe we have a right to win in vehicles sizes of that size,” he added. “That doesn't limit us there, as well. There are only a few ground vehicle programs across the [Defense Department] right now, but we believe that other than doing a fully integrated vehicle like we do on ISV or what we potentially could do on JLTV in partnership with other companies, we can look at programs like the Advanced Reconnaissance Vehicle for the U.S. Marine Corps, or we can look at the Optionally Manned Fighting Vehicle," Albritton said. “But if you think about power and propulsion solutions, you think about light weighting, think about cybersecurity, there's other types of capabilities that we can apply in partnership on a variety of platforms as well.” GM spent several recent years helping the Army evaluate a hydrogen fuel cell vehicle using a ZH2 Chevy Colorado and the Army is now taking some renewed steps at getting after an electric vehicles in its fleet to include the pursuit of an electric light reconnaissance vehicle. https://www.defensenews.com/land/2020/10/27/us-army-gets-first-infantry-squad-vehicle-from-gm-defense/

    For satellite imagery to thrive, industry wants reforms

    By: Brandon Knapp Leaders from the satellite imaging industry presented a long list of regulation reforms they want to see from the Trump administration during a panel discussion March 14 during the 2018 Satellite show held in Washington D.C. To allow the space industry to thrive, industry officials called for a regulatory process that is more efficient, transparent and narrowly focused. The panelists described the current regulatory regime as a convoluted process that stifles innovation and “tells you no slowly, but can't tell you why.” The remote sensing regulatory environment currently operates on “the presumption of no,” said Walter Scott, executive vice president and chief technology officer at Maxar Technologies. Last year Maxar acquired satellite imagery provider DigitalGlobe. “If telecommunications had been regulated this way, instead of smartphones we'd be up here with devices that have big dials and wires attached to them.” A common concern among the industry panelists was the rise of competition in the space domain, especially from foreign actors that are less constrained by regulatory burdens imposed on American space companies. “Taking three months to write a report to make a committee to study something about a decision just doesn't cut it in a world where this technology is becoming rapidly available to almost everyone,” said Peter Platzer, the chief executive, a satellite imagery company based in St. Louis. DoD leaders have historically said reviews are necessary to understand the national security implications of new satellite technology. Only a handful of DoD officials served on panels during the four day conference. Industry leaders said they hoped their grievances will be well received by the Trump administration, which has taken a both a pro-space and anti-regulation posture in its first year. The administration reactivated the National Space Council last summer and President Donald Trump recently floated the idea of creating a new “Space Force” dedicated to space warfare. A report from the Department of Commerce on space regulations is due out by July 1. The department's secretary, Wilbur Ross, has said he wants to reform the process by creating a single space commerce office. (Ross headlined a keynote dinner to satellite leaders during the conference.) The panelists said they were hopeful that the report would lead to a more streamlined and transparent space licensing process.
