    Lee Hudson Graham Warwick Boeing is facing a novel coronavirus-related setback to the VC-25B presidential transport program, causing the company to recognize a $168 million impact in the first quarter. The VC-25B effort faced “inefficiencies” because personnel were directed to work virtually because of COVID-19. This forced Boeing to re-evaluate its estimate, Greg Smith, the company's chief financial officer, told reporters April 29 following a first-quarter earnings call. “The reach-forward loss on VC-25B is associated with engineering inefficiencies from the COVID-19 environment,” according to Boeing's first-quarter earnings report. “We believe these inefficiencies will result in staffing challenges, schedule inefficiencies and higher costs in the upcoming phases of the program.” The U.S. Air Force acknowledged the VC-25B program is a victim of COVID-19 because of component delivery delays from overseas suppliers, the service's acquisition executive, Will Roper, told reporters April 29. However, the V-25B program is a fixed-price contract, meaning Boeing will take the financial hit, not the Air Force. Smith reiterated that despite the financial loss, the program remains on schedule. Boeing began structural modifications on the first 747-8 aircraft to become a VC-25B in March after removing the interior, engines, auxiliary power units and other subsystems. The Air Force acquired the 747-8s in 2017 after selecting Boeing to replace two VC-25As that now perform the role.     How Army IT modernization is reshaping this cadre of soldiers

    By: Mark Pomerleau The Army's efforts to modernize its tactical networks and information technology are expected to reshape its signal corps, according to service officials. One of the Army's efforts includes creating what is known as “expeditionary signal battalion-enhanced," or ESB-E. Expeditionary signal battalions support units that don't have organic communications capabilities. These groups could include military intelligence battalions, chemical battalions, engineering battalions or air defense artillery branches. However, the Army realized it took too long to get equipment to theater, and the units said the gear performed too slowly on the battlefield, Sgt. Maj. Wendle Marshall, the head of 50th ESB-E, told C4ISRNET during a September trip to Fort Bragg, North Carolina. In response, the service adopted a more expeditionary approach, hence the “enhanced.” The Army as a whole is working to be more expeditionary and mobile to stay ahead of potential future threats, which will require units to move rapidly. Mobility extends to the overall tactical network modernization effort, for which the ESB-E is part of the first iteration of development to the force in 2021. The 50th ESB-E is the experimental unit, and three of its companies each received different equipment to test. When the Army receives feedback from those units and makes a decision on fielding, it will retrofit the entire battalion with the same gear. In 2021, the Army plans to outfit three ESB-Es out of 24 total ESBs. The biggest difference between the enhanced version of these battalions? Advancements in technology allow them to be more mobile and use less equipment while proving more capable. Soldiers described to C4ISRNET the difference in equipment between two sister battalions in the same signal brigade — one being an enhanced battalion. Based on the current configuration of a company in a typical battalion, six vehicles are needed to establish communications for a battalion or brigade — three vehicles and three trailers totaling six drivers — and three to seven C-17 planes to transport the vehicles. The enhanced versions can deploy that same company in a single C-17 requiring just a four-seat Humvee and one trailer to house equipment and personal gear. “If we had to get somewhere fast, we would not be able to provide the combat power as effective or fast as the ESB-E would,” Lt. Col. Trey Matchin, commander of 67th Expeditionary Signal Battalion, a sister battalion of the 50th located at Fort Gordon, Georgia, told C4ISRNET. Marshall said the enhanced battalions also aren't constrained to just satellite communications. “This kit's allowing us to change force structure to meet the needs of the Army,” Col. Matthew Foulk, commander of 35th Signal Brigade, which includes the 50th and 67th, told C4ISRNET in August. Moreover, with less equipment, soldiers' loads are lighter, they are more multifunctional and they rely less on contractor support. “ESB-Es being fielded is going to come to an apex at the perfect time. Which is creating a more multifunctional soldier instead of ‘I only do SATCOM [satellite communications] or I only do baseband, I only do radios.' We're getting away from that,” Foulk said. Marshall demonstrated how the motor pool for the 50th is smaller and simplified compared to sister battalions. One prominent example is an operations cell in which soldiers work on their kits as opposed to contractors.     States Turn To National Guard To Help Protect Future Elections From Hackers

    DAVE MISTICH In elections past, the integrity of the vote was protected by poll workers and election officials. But in 2018 and likely beyond, elections are being protected by people like the anonymous man who works in the basement of the West Virginia Capitol. He's member of the West Virginia National Guard who is a cybersecurity specialist responsible for monitoring any computer-related threats to the state's elections. Since August of last year, he's been attached full time to the office of Secretary of State Mac Warner. After Russian-backed hackers probed election-related systems in at least 21 states in 2016, election officials, whose focus has traditionally been on making sure that polling places run smoothly and that results are speedily reported, now have to focus on protecting their computer systems. Oftentimes lacking those resources in-house, National Guard specialists have been called in to monitor vital election systems in a handful of additional states, including Colorado, Ohio and South Carolina. Neither the West Virginia National Guard nor Warner's office would permit the soldier to speak on the record, but Warner emphasized how crucial the role is. "We, just like every other government entity and people in business, are getting pinged all the time. Somebody is checking to see are there any open doors [or] open windows for targets of opportunity," Warner said. Warner's current use of the National Guard builds upon his predecessor, Natalie Tennant, who enlisted their cybersecurity expertise to scan the state's election systems for vulnerabilities and patch them in the final stretch of the 2016 election. In January 2017, the outgoing Obama administration designated elections as part of the country's critical infrastructure. That meant new federal resources and scrutiny. The Department of Homeland Security is working to give security clearances to state officials so they can receive intelligence briefings and assessments. Warner, like other state-level election officials, is in the middle of a months-long process of getting cleared. Using Guard soldiers who already have a high-level clearance, "is a way to bridge the gap without causing a problem in that security system process," said West Virginia National Guard Adjutant General James Hoyer. State officials are trying to figure out how to prepare for a threat they had never before anticipated, said Eric Rosenbach, a former Defense Department official who now directs a program on election security at Harvard's Belfer Center for Science and International Affairs. "These state election officials are the pointy tip of the spear for nation-state actors like the Russians trying to attack our democracy. That's never before been their job," said Rosenbach. "If part of [the National Guard's] responsibilities is to protect the things most precious to a state — it kind of makes sense that you would want them to support an effort like that." While the regular military can't be involved in domestic law enforcement due to a post-Civil War federal law known as Posse comitatus, National Guard soldiers are under the jurisdiction of the governor unless they're activated by the federal government. "The threat is new and we need to evolve with the times — as long as it still fits in the right legal framework and we're doing something that, you know, all Americans would agree are part of our democratic traditions," Rosenbach said. Moving forward, Warner sees his office's partnership with the National Guard continuing. "The cybersecurity arena is one of those where we as public officials have to get it right every time. The hackers only have to penetrate one time to do substantial damage," Warner said. "So, it's a foot race that we have to stay one step ahead and it never ends. It just goes on and on." So far, the National Guard has monitored a few small local elections in West Virginia and Warner's office says they have yet to receive a threat that has risen to a level of what they called "actionable."
