    Navigation systems that counter jamming and spoofing for Army vehicles, plus some goodies for the dismounted soldier

    By: Todd South Over the past few years, the Army's 2nd Cavalry Regiment in Germany has seen its Stryker combat vehicles up-gunned and upgraded with better firepower and stronger protection. A recent fielding amid follow-on efforts will give that regiment's soldiers and their supporting rotational brigade protection from invisible threats. That's because the Mounted Assured Position Navigation and Timing System, or MAPS, has been fielded to 62 Strykers in the regiment, with another 339 systems expected next year. Willie Nelson — the director of the Assured Positioning, Navigation and Timing Cross-Functional Team — and Col. Nickolas Kioutas — project manager for PNT — recently spoke with reporters about both the testing, development and fielding of MAPS and its dismounted version, known as DAPS. The two systems are key for soldiers to not only navigate but also use weapon systems and communications gear in heavily jammed and spoofing environments. Some of the most contested spaces with those challenges are in Europe. The first generation of the MAPS system has replaced then seven GPS antennas with just one, anti-jamming-capable GPS antenna that can distribute information across all systems in a vehicle, Kioutas said. That iteration has anti-jamming capabilities, a robust GPS receiver and a chip-scale atomic clock. The system has a seven-element array antenna. If it detects radio frequency energy from one direction that's attempting to jam a signal, then the array shuts off detection from that general direction but continues to scan the sky for the correct radio frequency signals to communicate. The clock keeps everything in time if the system is jammed for lengthy periods, Nelson said. The other threat, spoofing, involves an adversary introducing a decoy-type signal. Researchers are working on a capability for the next generation of MAPS that provides both anti-jam and anti-spoof capabilities. Testing that capability is scheduled for next year, with fielding expected by 2021. Even as the first generation is used by troops, the Army can continue to upgrade the system with new capabilities as it comes off the production line. Army leaders will decide next year if the fully fielded MAPS gear will serve as its first generation with upgrades, or a revamped, second variant, Nelson said. And it's not just for Strykers. The next wave of fielding will go to Bradley Infantry Fighting Vehicles, Paladin howitzers and Abrams tanks, which provide the firepower enabled by cavalry formations. And the focus will be to first provide 2nd CR and then the rotational brigade that heads to Europe each year, Kioutas said. Ultimately, a focused fielding plan will see 20,000 Army vehicles with the new MAPS onboard by 2028, officials said. For the individual soldiers, the same groups are working on the dismounted version. DAPS does not have an anti-jam capability yet, but it does use the new GPS M-Code signal that has more complicated encryption. DAPS will replace the existing antenna for the Nett Warrior system, and it is lighter and more effective, Kioutas said.     For satellite imagery to thrive, industry wants reforms

    By: Brandon Knapp Leaders from the satellite imaging industry presented a long list of regulation reforms they want to see from the Trump administration during a panel discussion March 14 during the 2018 Satellite show held in Washington D.C. To allow the space industry to thrive, industry officials called for a regulatory process that is more efficient, transparent and narrowly focused. The panelists described the current regulatory regime as a convoluted process that stifles innovation and “tells you no slowly, but can't tell you why.” The remote sensing regulatory environment currently operates on “the presumption of no,” said Walter Scott, executive vice president and chief technology officer at Maxar Technologies. Last year Maxar acquired satellite imagery provider DigitalGlobe. “If telecommunications had been regulated this way, instead of smartphones we'd be up here with devices that have big dials and wires attached to them.” A common concern among the industry panelists was the rise of competition in the space domain, especially from foreign actors that are less constrained by regulatory burdens imposed on American space companies. “Taking three months to write a report to make a committee to study something about a decision just doesn't cut it in a world where this technology is becoming rapidly available to almost everyone,” said Peter Platzer, the chief executive, a satellite imagery company based in St. Louis. DoD leaders have historically said reviews are necessary to understand the national security implications of new satellite technology. Only a handful of DoD officials served on panels during the four day conference. Industry leaders said they hoped their grievances will be well received by the Trump administration, which has taken a both a pro-space and anti-regulation posture in its first year. The administration reactivated the National Space Council last summer and President Donald Trump recently floated the idea of creating a new “Space Force” dedicated to space warfare. A report from the Department of Commerce on space regulations is due out by July 1. The department's secretary, Wilbur Ross, has said he wants to reform the process by creating a single space commerce office. (Ross headlined a keynote dinner to satellite leaders during the conference.) The panelists said they were hopeful that the report would lead to a more streamlined and transparent space licensing process.     Jim Bronskill / The Canadian Press OTTAWA — Satellites vital to Canadian military operations are vulnerable to cyberattack or even a direct missile strike — just one example of why the country's defence policy must extend fully into the burgeoning space frontier, an internal Defence Department note warns. The Canadian military already heavily depends on space-based assets for basic tasks such as navigation, positioning, intelligence-gathering, surveillance and communications. Canada is also working on the next generation of satellites to assist with search-and-rescue and round-the-clock surveillance of maritime approaches to the country, including the Arctic. But those important roles could be endangered as technological advances and lower costs allow more countries, including adversaries, to cause trouble in orbit. Powers such as China and Russia are developing the ability to wage technological attacks in space, the note points out. "Easier access could also open the door to non-state actors or to failed states with nothing to lose from disrupting space." Canada's new defence policy underscores the importance of space, creating a need for "innovative investment" to ensure National Defence has the tools and know-how to fend off threats, the internal document adds. A copy of the note, Space Technology Trends: Threats and Opportunities, was recently obtained by The Canadian Press through the Access to Information Act. Several sensitive passages were stripped from the note, prepared last November for the deputy minister of National Defence. In a statement, the department called the intention to protect and defend military space technology a "very important change" in the new policy. "What 'defending and protecting' these assets means in practice will evolve, as technology and international discussions mature." Despite public perception, the militarization of space actually happened decades ago, said Dave Perry, vice-president and senior analyst at the Canadian Global Affairs Institute. "Militaries the world over depend on an extraordinary amount of infrastructure that's space-based, even if there are no physical weapons in space," he said in an interview. "Space is well-emerged, but we keep calling it emerging." Even so, the internal note points out space is becoming ever more congested due to the advent of commercial space companies and the dawn of space tourism. "In addition, more and more nations are becoming space-capable and will expect their share of access to space." The most direct threat to Canada's space capabilities comes from adversaries with the ability to attack satellites, the note bluntly states. China, for example, has demonstrated the ability to destroy one of its aging low-orbit weather satellites with a ballistic missile, creating plenty of space debris. Other possible tactics include a directed energy attack, electronic jamming or a cyberattack, which can temporarily or permanently disable a satellite, the note adds. It says Canada is working with the U.S. and other allies on the idea of being able to quickly dispatch replacements for critical space assets that are damaged or destroyed. As artificial intelligence becomes more prevalent in operating space technology, such as a robotic arm, it will be easier for a hostile player to sabotage it, Perry said. "If you can figure out a way to affect the software, then that's a potential vulnerability. Whereas before you would have (needed to fly) someone there, and actually put them on the piece of equipment, to be able to do something." High-resolution images of the Earth captured by space satellites, once exclusive to the military, have become increasingly available to other government agencies, companies, the public and hostile players — essentially "whomever is willing to pay," the note says. The accessibility of this data and the ability to link it with other sources, such as social media, "will present immense challenges" to privacy and public safety. As space-based sensing and communication technologies rapidly improve, they become capable of scooping up more information, creating another headache for the military, the note says.
