Accord belgo-britannique pour une participation à l'Eurofighter

Le groupe de défense et de sécurité britannique BAE Systems et les entreprises aéronautiques belges ont signé ce jeudi soir à Bruxelles un accord non exclusif de coopération. Il fixe les modalités de la participation de l'industrie belge au programme de l'avion de combat Eurofighter en cas de choix de cet appareil pour succéder aux F-16 vieillissants.

BAE Systems et des représentants des trois associations régionales - Entreprises wallonnes de l'aéronautique (EWA), Brussels Aeronautical Group (BAG) à Bruxelles et Flemish Aerospace Group (FLAG) en Flandre se sont mis d'accord sur les modalités d'une éventuelle collaboration si le gouvernement fédéral opte pour l'Eurofighter - Typhoon, avion de chasse britannique, pour remplacer les F-16 de l'armée belge.

Ce partenariat associe aussi les "clusters" qui leur sont liés, a-t-on expliqué de source industrielle en marge de la cérémonie de signature, organisée par l'ambassade du Royaume-Uni, qui promeut l'Eurofighter - Typhoon pour les Britanniques - en Belgique. Cet accord chapeaute en quelque sorte ceux déjà signés séparément par les industriels belges et les partenaires du consortium Eurofighter, rassemblant les trois principaux groupes européens du secteur - BAE Systems, Airbus Defence&Space (ASD) et Leonardo.

L'accord est non-exclusif car des industriels belges ont également conclu des ententes avec le groupe américain Lockheed Martin, constructeur du chasseur furtif F-35 Lightning II, et avec le groupement français qui propose, hors d'appel d'offres, le Rafale de Dassault Aviation. Il doit servir de tremplin pour discuter de la participation de l'industrie belge à la maintenance et au soutien d'une flotte belge d'Eurofighter, au développement des capacités futures de cet appareil européen et à la définition d'une plate-forme de combat aérien future. Le gouvernement Michel souhaite acheter 34 nouveaux chasseurs, pour un montant initial de près de 3,6 milliards d'euros.

    New National Guard medical helicopter unit set to deploy

    WINDSOR LOCKS, Conn. (AP) — The Connecticut National Guard's newest unit, which has spent the past two years training with new, specialized helicopters, will deploy soon to provide care and transport to the sick and wounded in support of military operations in southwest Asia. "To receive your first medical evacuation aircraft in 2016 and be fully prepared for a deployment less than two years later is a testament to the hard work and dedication of those in our aviation community," Maj. Gen. Thaddeus J.Martin, adjutant general and commander of the Connecticut National Guard, said in a statement ahead of a sendoff ceremony last month for the aerial medical evacuation unit, officially known as Detachment 2, Charlie Company, 3rd Battalion, 126th Aviation Regiment. The detachment, based in Windsor Locks and commanded by 1st Lt. Matthew Barringer of South Glastonbury, doesn't officially deploy until later this month. It represents a new capability for the National Guard. It received the first of three Blackhawk helicopters specifically outfitted for medical evacuation in the spring of 2016, even before becoming a fully operational unit in the fall of 2016. Thirty members of the detachment are deploying and will spend about a year providing aeromedical evacuation, en-route critical care and medical support while transporting patients. Five of the members deploying are women. The unit will join the 70 guardsmen from Connecticut already deployed in support of operations around the world. While deployed, the unit will be on 24-hour standby, and operate in shifts. A crew of four — two pilots, a crew chief, and a flight paramedic — can transport up to six patients at a time on one of the Sikorsky-built HH-60M Blackhawk helicopters. The helicopters have been specially outfitted for aerial medical evacuation and will be stocked with medical supplies like ventilators and IVs. The crew also has the capability to do procedures on board such as put in a chest tube. "We're almost a flying hospital," said Chief Warrant Officer Jonathan Behuniak, 28, of Unionville. From the time a call comes in, they have less than 15 minutes to grab supplies, get to the aircraft and take off to aid a patient, who could be a member of the U.S. military or coalition forces, contractors, and even military working dogs, Behuniak said. Through training, they've been able to get that number down to nine minutes. "There are a lot of computers that need to start working, so as fast as the aircraft will let us take off, we can take off," Behuniak said. The benefit of a medevac unit, he added, is the ability to get a critically wounded patient to a hospital within so the so-called "golden hour," which greatly increases a patient's chance of survival. A 2015 study involving the Army, Texas A&M University and the University of Texas Medical School at Houston found that getting wounded troops to hospitals in less than an hour, along with improved care on the battlefield and in medical helicopters, saved hundreds of lives. "There's a wide spectrum of care an injured person can receive on this aircraft," said Sgt. Ryan Will, 28, Manchester, a flight paramedic. "It's very comprehensive care as well." Flight paramedics like Will and Staff Sgt. Trevor O'Neill, 27, of Greenwich, have gone through extensive training and are nationally registered paramedics. Both are also civilian paramedics. Members of the unit underwent a range of training to prepare them for the conditions they'll encounter overseas. They trained at a facility in Rhode Island that can simulate desert conditions. Anticipating mountain peaks of 13,800 feet, some pilots went to Colorado for training to get an understanding of how air density affects a helicopter's rotor system and the ability to fly. Last week, they trained with members of Air National Guard's 103rd Airlift Wing, practicing loading and unloading patients onto the helicopters, and simulating different missions where the two units would cross paths. "There are a lot of gravity and effects that are placed on the patient that there aren't normally on the ground, whether that be from high maneuver turns or simply just taking off and landing. Things like vibrations can really make a patient uncomfortable and these are things they have to know when they're giving us patients," said O'Neill, one of the flight paramedics. There was strong interest in joining the unit, which represents a new capability for the Connecticut National Guard. Second Lt. Brett Boissonneault, 25, of East Hampton, was handpicked out of flight school to be part of the unit.     In Budget Squeeze, Coast Guard Set to Extend Life of Dolphin Helicopter Fleet

    By: Ben Werner ARLINGTON, Va. – The U.S. Coast Guard hopes to keep its aging fleet of short-range search and rescue helicopters flying for another dozen years while evaluating the potential of vertical lift studies from the Pentagon to fulfill future missions. The Coast Guard started flying the Aerospatiale Helicopter Corp. MH-65 Dolphin in 1984. The helicopters are used on both coasts and in Alaska. During disasters, the Coast Guard loads them into cargo planes for transport to the affected areas to assist search and rescue operations. But the fleet is nearing the end of its lifespan, and a replacement has yet to be identified, Adm. Karl Schultz, the commandant of the Coast Guard, said Friday during a briefing at the annual Military Reporters and Editors conference. “We're watching the Department of Defense very carefully with future of vertical lift,” Schultz said. “We fly a fleet of 98 of Aerospatiale Dolphin helicopters, MH-65s. There's no more of those being made, so that fleet of 98 is what we'll have there.” The Marine Corps and Army are leading the effort to develop vertical lift capabilities. The Marine Corps has used the tiltrotor MV-22 Osprey for years, and the Navy is now starting to integrate the airframe into its airwing as a replacement carrier onboard delivery aircraft for its aging fleet of 27 C-2A Greyhound turbo-prop aircraft. However, funding for the Coast Guard is tight for a force Schultz said is nation's first line of defense to protect borders, combat smuggling, ensure maritime traffic safety and keep ports open. The Coast Guard continually scrapes together resources and accepts cast-off equipment from the Department of Defense to accomplish its myriad of missions. “90 percent of the Coast Guard budget is classified as non-defense discretionary funding,” Schultz said. “We were shortsighted in the past not making some of these needs known.” A month into Fiscal Year 2019, Schultz does not have an approved budget, whereas the Department of Defense does. Congress will likely consider Coast Guard funding, which is part of the Department of Homeland Security appropriations bill, after next week's mid-term elections. So, with other priorities requiring funding, Schultz said the Coast Guard is determined to squeeze a decade of life out of the Dolphins. “We're probably looking to fly those more than 30,000 hours, so we're into what we're calling our MH-65 Echo upgrade,” Schultz said. “We're going to keep those things in the air for a while, probably into 2030.” At the same time, Schultz is preparing a gap solution, by squeezing more life out of another aging airframe, the Coast Guard's fleet of 45 MH-60 Jayhawks. Part of the Coast Guard's strategy includes refurbishing used Navy MH-60 Seahawks and keep them flying for about 20,000 more hours. “I'd like to grow the 60 fleet because there's no more 65s and we need to press in on that gap period – 2018 to early 2030 time frame,” Schultz said. “The 60s are our long-term solution, but we'll bridging that gap.” In FY 2018, the Coast Guard received $25 million sustain and expand the fleet of 45 MH-60 Jayhawk helicopters, and $20 million to upgrade the fleet of MH-65 Dolphins, according to the Coast Guard budget. Schultz said the active hurricane season spurred Congress to provide more money for airframes. To recapitalize Coast Guard equipment, Schultz said he'd like to see annual appropriations of about $2 billion for buying new systems or refurbishing used equipment. The Coast Guard requested $11.65 billion total in 2019 to cover procurement, operations, personnel and other costs. “We've lost 10 percent of our purchasing power in the past decade,” Schultz said. “We've deferred maintenance during this period.” The Coast Guard is also refurbishing its fleet of fixed-wing aircraft. Congress funded the purchase of a 15th C-130J cargo plane in the FY 2018 budget, and Schultz hopes, if approved, funding for a 16th C-130 will remain in the FY 2019 budget. He'd like the Coast Guard to have a fleet of 22 C-130J aircraft. Meanwhile, in 2014, the Coast Guard inherited a fleet of 14 C-27J Spartan cargo planes from the U.S. Air Force. The Coast Guard is in the process of preparing these medium-range twin-engine turboprop planes for search and rescue missions, but Schultz said they ran into a snag. “There's a bit of a worldwide parts shortage,” Schultz said. “We're fielding the C-27s, and the first ones are out at our air station in Sacramento.” https://news.usni.org/2018/10/29/squeezing-another-decade-out-of-dolphin-helicopters
